MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Sean Corrigan, City Engineer/Public Works Director DATE: 06/05/2019 Regular Meeting SUBJECT: Update on Princeton Avenue Improvement Project and Discussion with Caltrans District 7 Director, Mr. John Bulinski, P.E. BACKGROUND/DISCUSSION During the last year, Caltrans completed a year-long, comprehensive environmental review process for this former State Highway. This is required by the Federal Highway Administration when federal funds are involved. Following that milestone, staff submitted the plans and specifications for review. The review comments generated by Caltrans staff were addressed in the second plan check, and delivered to Caltrans on March 18, 2019. We were required to provide fifteen sets of design plans so that extensive reviews can occur concurrently to save time. We expect to receive comments this month. The City’s contractor accomplished pavement repairs of the worst portions of the road in January 2019 and staff continues to make spot repairs as needed. City staff is nearly in position to submit extensive right of way documents for review by Caltrans staff. Four new “permission to enter forms” are required from Princeton Avenue residents to temporarily allow the City’s contractor to enter the property to construct a sidewalk and driveway approach to the edge of the residential properties. These permissions were originally obtained some years ago but state/federal procedures/forms have been changed. As soon as the plans receive final approval and the right of way documents are approved, City staff will ask Council for approval to seek bids. In this interim period, the City’s website will be updated with progress reports on this project. Caltrans District Director Mr. John Bulinski has agreed to discuss the Princeton Avenue Improvement Project and other matters with the City Council at the June 5, 2019 regular meeting. Prior to the discussion, Mr. Corrigan will make a brief oral report on the status of the Princeton Avenue second design review. Item: 9.B. 169 Honorable City Council June 5, 2019, Regular Meeting Page 2 FISCAL IMPACT The Princeton Avenue Improvement Project will utilize $1.1 million of federal funding. Caltrans has extended the deadline for this funding to June 30, 2020. At that time, all reviews must be complete so that Caltrans Headquarters can issue the authority to proceed to construction. The City has already funded right of way acquisition and design from the Los Angeles Area of Contribution (AOC) Funds received from developers. The estimated remaining cost of construction is fully funded from the federal funding detailed above and the remainder from approximately $6 million from the Los Angeles Area of Contribution (AOC) Funds received from developers. STAFF RECOMMENDATION Staff recommends that City Council discuss the progress of the project at Caltrans with Mr. Bulinski and other matters they deem appropriate and provide guidance to staff. 170
