Strategies, Goals and Objectives
Every two years the City Council adopts goals
and objectives that serve as a workplan for a 2-
year planning cycle. ■
The goals and objectives serve as the roadmap
for establishing the vision, direction and priority
projects for the City.

Previous Goals
Revitalize Downtown with a Focus on High St.
and the surrounding business district and
residential neighborhoods, which includes
consideration of public rail transit, potential for
increased residential density, and governmental
and related public uses.
Improve traffic circulation and mitigate impacts
on the movement of traffic through the City and
enhance trail, bicycle and pedestrian facilities.

Strengthen the City's fiscal stability and long-
range financial growth .

City Council Retreat
On May 9, 2019, the City Council and staff held a retreat
to discuss the City's Goals & Objectives.
The Council reaffirmed its commitment to strategic
planning and developed new Strategies from which Goals
& Objectives fall from.

In a recent survey, we found that:
• 90% of residents rate quality of life as excellent
or good .
• 83% of residents are very satisfied or satisfied
with City services

• Traffic congestion in general (15%)
• Truck traffic (15%)

tonight. The section in black are remaining objectives

Strategy # 1 Enhance the City's
Economic Development Program
Goals:
Reinvigorate High Street
Attract and assist with retention for sustainable businesses
Citywide, including Smart City and other strategies.
Evaluate and deploy tools for adaptive reuse of vacant and
existing underutilized sites with property owners.

Transportation and Transit
Improvements Citywide
Goals:
Build and maintain strong relationships with our partner
agencies, such as Caltrans and regional transit agencies, and
state and regional legislators.
Enhance trail, bicycle, and pedestrian facilities.
Identify key programmatic and capital improvements and
infrastructure needed to attain desired Levels of Service.

Sustainability
Goals:
Emphasize attraction of job-rich employers and businesses
with high point-of-sale figures.
Identify and deploy feasible revenue enhancement strategies.

Operations and Internal Services
Goals:
Evaluate and improve internal infrastructure (operations,
technology, software, facilities, data connectivity) to facilitate
efficient service delivery.

Protection and Stewardship Efforts
Goals:
Conserve and enhance natural resources, open space, and
greenbelt areas.
Promote sustainability, environmental protection, and flood
control capabilities through City efforts and through strategic
partnerships.

Since the retreat:
Objectives associated with the Fiscal Years 2016/2017 and
2017/2018 Goals and Objectives have been reviewed:
Goals and Objectives typically span multiple years, however 8
of the City's 22 Priority Objectives were met:
• (Sampling):
✓Completed preparation of Solid Waste Franchise Agreement
✓Participated in discussions with County of Ventura, County
of Santa Barbara, and County of San Luis Obispo and other
participating public agencies regarding atri-county
community choice energy/aggregation
✓Presented for City Council consideration a General Plan . .
amendment and accompanying entitlements for Mansi
project

✓Constructed a ball wall at Mountain Meadows park.
✓Prepared a Parks/Facilities Capital Improvement
Program and revision to Park Improvement Fund
zones.
✓Prepared a Traffic Study of Los Angeles Avenue
corridor to determine ultimate locations for traffic
signals and other improvements to optimize traffic
flown and minimize impacts on adjacent residential
streets.
Review of Objectives
Staff has integrated objectives from existing Objectives
into the Strategies and Goals to develop the work plan
for the FY 2019/2020 & 2020/2021 planning period.
Continue existing multi-year objectives
Created a few new objectives to support new strategies
Identified/continued "Priority" objectives (in red)
*Many objectives span multiple years and due to work
demands; it is acknowledged all priority objectives will
likely not be completed in the two-year planning period.

Objective 1. 1.2 — delete. It is duplicitous and identified
under 3.2. 1. Date will be changed to December 31, 2019
as in 1. 1.2
Objective 2.2.3 to read : "Happy Camp Canyon Regional
Park"
Objective 2.4.2 — delete. It is duplicitous and identified
under 2.3. 2
Strategy 3 (Strengthen Fiscal Sustainability), Goal 3, there
is a request to change this to Enhance long-term
financial sustainability — with Council concurrence this
change will be made
Objective 5.2. 1 — change date to December 31, 2019
