MOORPARK CITY COUNCIL AGENDA REPORT TO: The Honorable City Council FROM: Troy Brown, City Manager DATE: 07/17/2019 Regular Meeting SUBJECT: Consider Strategies, Goals and Objectives for Fiscal Years 2019/20 and 2020/21 BACKGROUND On May 9, 2019, the City Council held a Special meeting for the purpose of conducting a City Council retreat to evaluate the City’s strategies, goals and objectives for the next two fiscal years. At the May 9 retreat, the City Council was asked to create strategies and objectives for Fiscal Years 2019/20 and 2020/21 to implement a strategic approach toward goal setting in order to achieve sustained progress toward the City of Moorpark Mission Statement, which is: “Striving to preserve and improve the quality of life in Moorpark”. A copy of the draft list of Strategies and Objectives that were developed at the May 9 meeting is included as Attachment 1 to this report. The May 9 Special meeting agenda report provides a detailed explanation of the strategic planning process that was implemented at the City Council retreat, and which produced the Draft List of Strategies and Objectives that is included as Attachment 1. Consistent with the City Council direction, we have made additional progress since the May 9 Special meeting in further refining the Strategies, Goals and Objectives to be adopted for the next two fiscal years. We have renamed the Objectives drafted on May 9 (Attachment 1) to Goals, and have now included more specific Objectives and Tasks. The updated Strategies, Goals, and Objectives that are included as Attachment 2 to this report reflects feedback from City Council input, community feedback from the recent survey, staff input, as well as comments from the Joint meetings of the City Council and its Commissions. The new language for Objectives and Tasks in Attachment 2 is shown in red. The new format does not remove any of the City Council’s previous Item: 9.A. 1 Honorable City Council 07/17/2019 Regular Meeting Page 2 priorities, which is included as Attachment 3 (Fiscal Years 2017/18 and 2018/19 adopted Priorities, Goals and Objectives). The Strategies, Goals, and Objectives that are recommended for adoption for Fiscal Years 2019/20 and 2020/21 (Attachment 2) provide a more strategic pathway for the community and the organization in understanding the overall direction the City is moving in. Changing the format from a Priority format to a Strategy format provides a greater connection of the work of the organization to the overarching Mission of the City, as each of the proposed Strategies support the Mission of the City. Each of the Objectives is tied to specific tasks that are measurable in the City’s short- term action plan. As in prior years, it is generally acknowledged that with current staff levels, there are more Objectives listed than can be reasonably expected to be accomplished in the two years. In fact, many of the Objectives will take several years to fully complete. The status of the Objectives and tasks will be reviewed on a quarterly basis by the Council and with the three Commissions and Library Board at Joint meetings each spring, and prior to budget deliberations in May. FISCAL IMPACT The proposed Strategies, Goals, and Objectives for Fiscal Years 2019/20 and 2020/21 are intended to be consistent with the City’s budgeting priorities; therefore, no fiscal impact is expected, since the intent is that money will be budgeted for each fiscal year that is consistent with the adopted Strategies, Goals, and Objectives. CITY PRIORITY STRATEGIES & OBJECTIVES (The listed items are considered to have equal priority.) I. Strategy: Enhance the City’s Economic Development Program. Goal 1: Reinvigorate High Street. Objectives: 1.1.1 Modify the approved High Street Streetscape Plan. Develop Phasing Plan and construct selected portions of the High Street, Streetscape Plan, including traffic calming devices, decorative paving, landscaping and metal trellis (public art) in the Metrolink parking lot by June 30, 2020. 1.1.2 Develop Spending Plan for use of former Moorpark Redevelopment Agency 2006 Tax Allocation Bonds for Presentation to City Council by December 31, 2019. Goal 2: Attract and assist with retention for sustainable businesses Citywide, including Smart City and other strategies. Objectives: 1.2.1 Offer mobile merchant payment services during Recreation events by December 31, 2019. – NEW 1.2.2 Complete an update of the City’s website design; enhance website service delivery with additional options to request and receive City services online, an improved video archive interface, consistency with ADA requirements, and other best practices for municipal websites by March 30, 2020; and develop list of potential Smart City items for City Council consideration by December 30, 2019. 1.2.3 Develop a City “App” that can be deployed to residents to push information and connect to City services by December 30, 2019. – NEW 10 3 Goal 3: Evaluate and deploy tools for adaptive reuse of vacant and existing underutilized sites with property owners. Objectives: 1.3.1 Dispose of applicable former Moorpark Redevelopment Agency owned properties. Consider creation of a Natural Open Space land use designation and the City’s vision for land within the City’s Area of Interest as part of the Land Use Element. Present Land Use Element to the City Council by January 31, 2022 and present the Circulation Element including possible designation of Moorpark Avenue (SR 23) between Casey Road and Los Angeles Avenue (SR 118) as an arterial street to the City Council by October 31, 2022. Present OSCAR Element including a Trails Master Plan to City Council by June 30, 2022. Upon adoption of any General Plan Amendments, prepare necessary changes to the Zoning Ordinance to insure conformity and consistency with the General Plan. 1.3.3 Evaluate options for partial development, sale or continued lease of Buttercreek Park by June 30, 2020. 1.3.4 Develop program to encourage new multi and single family housing projects on underutilized residential and commercial sites within the City with a report to the City Council by February 28, 2021. Objectives: 2.1.1 Evaluate use of protected/permissive left turn and flashing yellow left turn traffic signals. 2.1.2 Realign the intersections of Poindexter Avenue/First Street at Moorpark Avenue (SR 23) and High Street at Moorpark Avenue (SR23) and improve Moorpark Avenue (SR23) from approximately Charles Street south to a point consistent with Caltrans requirements south of Poindexter Avenue/First Street with a conceptual improvement plan presented to the City Council by June 30, 2021. 2.1.3 Complete the design and right-of-way acquisition needed for the east side Spring Road widening project from south of Flinn Avenue to McDonalds driveway and award bid for project construction by January 31, 2020. (CE/PW) Goal 2: Enhance trail, bicycle, and pedestrian facilities. Objectives: 2.2.1 Evaluate feasibility of connecting the Moorpark Country Club equestrian staging area and the Meridian Hills equestrian staging area with a loop multi-use trail. 2.2.2 Determine feasibility of constructing a sidewalk on Arroyo Drive from Collins Drive to east City limits, and in conjunction with City of Simi Valley and County of Ventura, pedestrian and bike connections between Collins Drive and Madera Road by December 31, 2019, with sidewalk adjacent to Villa del Arroyo Mobile Home Park to be constructed by March 31, 2020. 2.2.3 Develop a trail linkage between City and Happy Camp Regional Park by December 31, 2021. 2.2.4 Prepare an updated Pavement Management System and associated projections for maintenance and improvement costs by June 30, 2020. Objectives: 2.3.1 Commence construction of Princeton Avenue widening from Condor Drive west to 1,500 feet east of Spring Road by December 31, 2020.
