MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Shaun Kroes, Program Manager DATE: 07/17/2019 Regular Meeting SUBJECT: Consider Resolution Amending the Fiscal Year 2019/20 Budget for Metrolink Station Security Camera Installation Services BACKGROUND In 2007 the City of Moorpark (City) installed a new security camera system at the Moorpark Metrolink Train Station. The security camera system consisted of four security cameras located in the South Parking Lot and two security cameras in the North Parking Lot. The project included installation of thirty-foot poles (one for each camera) in the respective parking lot. All six security cameras are hard-wired to a digital video recorder (DVR) located in the Metrolink Communications Building (Communications Building) in the South Parking Lot and is accessible for viewing security camera footage and storing security camera footage for record retention. The security camera system is also connected wirelessly to the Moorpark Police Services Station. The security camera system is not actively monitored; however, the system is available for viewing recorded footage. The security camera system is well past its useful life and is in need of replacement. In 2018, the Ventura County Sheriff’s Department (Sheriff’s Department) worked with the Ventura County Transportation Commission (VCTC) to procure new security camera equipment for the Camarillo Metrolink Train Station and the Moorpark Metrolink Train Station. The goal of the procurement was to connect both train stations to the Sheriff’s Department security camera network. Through this procurement, all new recorded footage would be considered the Sheriff’s Department and the City would no longer be responsible for record retention or reviewing security camera footage after an incident at the respective station. The City would be responsible for routine maintenance of the equipment at the Metrolink Train Station. Additional and replacement equipment would also be the responsibility of the City, either through a new grant procurement or with the City’s regular Transportation Development Act (TDA) funding. Item: 10.L. 375 Honorable City Council 07/17/2019 Regular Meeting Page 2 DISCUSSION Originally, installation of the newly procured equipment was to be completed by Sheriff’s Department staff (this occurred at the Camarillo Metrolink Train Station). Installation at the Moorpark Metrolink Train Station is proving to be more difficult for a couple of reasons. The first is that a few of the security camera poles are located close enough to the train tracks that there is the potential to “foul the tracks” during installation. Installation of the equipment will require obtaining a Temporary Right of Entry Permit (including specified insurance requirements) from Metrolink. Second, the project requires performing additional work in the Communications Building, including removing existing wiring and cables that now travels through a large amount of additional Metrolink Positive Train Control equipment that has been installed in the Communications Building. Based on the complexity and risk of the project staff determined installation by a professional contractor acceptable to both the Police Department and Metrolink would be preferred. City staff is currently working with a preferred vendor of Metrolink’s for a proposal to complete the work. The cost of installation is expected to be within the City Manager’s designated signature authority; however, at this time the Fiscal Year (FY) 2019/20 budget for Metrolink Station expenditures does not have sufficient funds. With City Council not being in session in August, staff is requesting a Budget Amendment (attached) now so that installation can begin as soon as an agreement is finalized with the selected contractor. Installation is expected to cost approximately $30,000 to $40,000. FISCAL IMPACT Staff is requesting an amendment to the FY 2019/20 budget in the amount of $40,000 from the Local TDA Article 8C Fund (2414). There is sufficient fund balance in the Local TDA Article 8C Fund for this request. Attachment: Draft Resolution 376 ATTACHMENT RESOLUTION NO. 2019-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR (FY) 2019/20 BUDGET BY APPROPRIATING $40,000 FROM THE LOCAL TDA ARTICLE 8C FUND (2414) FOR METROLINK STATION SECURITY CAMERA EQUIPMENT INSTALLATION SERVICES WHEREAS, on June 19, 2019, the City Council adopted the Operating and Capital Improvements Budget for FY 2019/20, which included an appropriation of $14,000 in the Local TDA Article 8C Fund (2414) for contractor services at the Metrolink Station; and WHEREAS, a staff report has been presented to the City Council proposing to hire a professional contractor preferred by Metrolink to install the security camera equipment procured for the Ventura County Sheriff’s Office for an estimated cost of $30,000 to $40,000; and WHEREAS, a budget amendment of $40,000 from the Local TDA Article 8C Fund (2414) is required to fully fund the installation; and WHEREAS, Exhibit “A”, attached hereto and made a part hereof, describes said budget amendment and the resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment in the amount of $40,000 from the Local TDA Article 8C Fund, as more particularly described in Exhibit ”A”, attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
