SUBJECT: Consider Authorization for Recordation of the Notice of
Completion for Tierra Rejada Streetscape Revitalization Final
Phase Project and Release of Bonds in Accordance with the
Contract
BACKGROUND & DISCUSSION
On October 17, 2018, the City Council awarded the Tierra Rejada Streetscape
Revitalization Final Phase Project to Oakridge Landscape, Inc. (Oakridge) for
$1,600,748, plus a contingency of $160,075, for a total contract value of $1,760,823.
There were four change orders issued for the project totaling $147,416.51. The Change
Orders and their individual costs are itemized below:

Costs for additive changes including additional
groundcover removal and replacement, additional
tree rings, valve upgrades, additional plant and
irrigation installation, and additional traffic control.
Total Costs: $173,607.85
Credits for deductive changes including removal of
planting and irrigation between Walnut Creek and
SCE Easement, reduced tree removal, removal of
one median island crossing, removal of remote
control valves in shrub areas, and downsizing of
boulders. Total Credits: $56,184.92
$ 117,422.93
Change Order #2
Costs for additional trees between Peach Hill and
Spring, and changes to plant material. Total Costs:
$27,714.86
Credits for traffic control. Total Credits: $9,345.28
$ 18,369.58
Change Order #3 Costs for irrigation valve control and common wire
replacement. $ 2,606.00

The final contract cost is $1,748,164.51, as broken down below:

Staff is recommending that the City Council authorize the recordation of the Notice of
Completion. With the City Council’s authorization to record the Notice of Completion,
the project bonds will be released as follows:
Performance Bond No. 5256698 shall be null and void one (1) year after the
recordation of the Notice of Completion; and
Payment Bond No. 5256698 shall be null and void one (1) year after the
recordation of the Notice of Completion.
FISCAL IMPACT
There is no fiscal impact with the release of performance and payment bonds.
STAFF RECOMMENDATION
1. Authorize the City Clerk to file the Notice of Completion.
2. Authorize release of the Performance Bond and Payment Bond (Number
5256698) as outlined in the agenda report.
