SUBJECT: Consider Installation of Two Stop Signs on Knotty Pine Street
BACKGROUND AND DISCUSSION
On August 5, 2019, the Transportation and Public Works Standing Committee met with
staff and the President of the Mission Ridge Home Owners Association (HOA) to review
their request to add two stop signs on Knotty Pine Street to control speed on that street.
They request that the stop signs be installed at the intersection with North Ashtree
Street, at the approximate center of the HOA. That cross street already is controlled by
two stop signs.
The Public Works Director, Senior Engineer and Police Chief discussed that the
requested stop signs did not meet the warrant requirements of the Federal/State
Manual on Uniform Traffic Control Devices (MUTCD), as discussed in detail in
Attachment 1. The Manual’s warrant requirements for stop signs include three factors,
any one of which can justify the installation of a stop sign. Those factors are: traffic
exceeding 6,000 vehicles per day; restricted vision; and three or more crashes that are
susceptible to correction by a stop sign within a 12 month period. Those factors did not
exist in this situation. Stop signs are not to be used for speed control. Unwarranted
traffic control devices can increase the liability for the City. Studies have shown that
when unwarranted traffic control devices have been installed, it can follow that there is
often a higher incidence of non-compliance.
Mr. Edgington, the HOA President discussed the HOA’s request and provided a petition
in favor of the stop sign request, containing a super majority of the HOA members’
signatures.
The Committee took serious account of the HOA’s position and decided that the issue
should be heard by the Council with their recommendation for approval of the request.

FISCAL IMPACT
Staff estimates that the City would incur costs of approximately $650 to install two stop
signs and paint stop bars on the pavement of Knotty Pine Street if the City Council
approves the request. Funding is available in the Public Works Department Street
Maintenance budget for the materials and labor required to do the work.
STAFF RECOMMENDATION
Consider the Mission Ridge Home Owners Association request for the installation of two
stop signs on Knotty Pine Street.

Discussion
The President of the Mission Ridge HOA requested that Stop signs be installed on Knotty
Pine Street at North Ashtree Street to abate speeding. Following the President’s
presentation to the City Council at the February 6, 2019 meeting, Council requested that
staff present the matter to the Transportation & Public Works Standing Committee for
further discussion, Attachment 1. A sketch map of the neighborhood is provided as
Attachment 2. Public Works and Police staff investigated the matter. The City
Engineer/Public Works Director determined that the requested traffic control devices did not
meet the warrant requirements of the Federal/California Manual of Uniform Traffic Control
Devices (MUTCD), Attachment 3. Staff has emailed the Committee Agenda and this staff
report and attachments to the President.
Recommendation
Staff recommends that: the Committee consider the report; any public testimony; and
provide input to staff.

Speaking Points Wednesday Moorpark City Council Meeting 2/6/2019 @6:30pm
Good evening Madam Mayor and Moorpark City Council thank you for your time and
allowing me to address the council.
My name is Robert Edgington and I am President of the Mission Ridge HOA board . I
am here to get information on how to proceed with the City of Moorpark to request
remed iation to a speed ing problem in our community. Specifically Knotty Pine Street on
Peach Hill.
We have sent three e-mail requests to the City of Moorpark (to: Sean Corrigan City
Engineer/Pub/le Works director da ted: 12113, 1111, 1ns) requesting information on the
procedures required to get a review and remediation of traffic issues on Knotty Pine St.
We have had no response . There have been two cancelled city public meetings for the
"Transportation and Public Works Committee" dated: m;, 214 and also a cancelled
meeting of the "Public Safety Standing Committee Regular Meeting'' dsted:216 which
was originally on the Agenda for this evening. So here I am.
We have had several close calls with pedestrians, bicyclists and one child was hit but
thankfully not seriously hurt. We have also had multiple comments and complaints on
the NEXT DOOR social media platform regarding the excessive speeding on Knotty
Pine St. I am respectfully putting Moorpark City Council on notice regarding this matter
of public safety and concern.
Many of my neighbo rs believe the solution may be as simple as adding two additional
stop signs to the corner of Knotty Pine St. and Ashtree St. turning the intersection into a
4-WAY stop. This would discourage cars getting up to high speed s by them no longer
being able to use the length of Knotty Pine which c urrently has no stops. This is a low
cost solution and given the small and out of the way location of the intersection it would
seem unlikely to cause any "cascade effect" to other neighborhoods. If so ... then j1:1st
remo>1e them. Another low cost sol1:1tion. But you are the experts ... give us your
participation and a solution. (Map of satellite diagram attached)
I believe this is a perfect e xample of what co-governance should and can be.
Where by a commun ity based organization: "Describes a situation In which an institution of
government shares with one or more entities, the decision right in respect of a matter over which the
institution has th e formal decision-making power."
I am formally requesting a response from the C ity of Moorpark and direction on how to
petition or apply for a traffic flow remediation for our community of Mission Ridge HOA
specifically excessive speeding on Knotty Pine Street into the adjoining neighborhood s .
I have additional information and copies of all the relative correspo ndence and
notifications if the City desires add itional information .

You have requested that Stop signs be installed on Knotty Pine Street at North Ashtree Street for the
Mission Ridge HOA to abate speeding . Your initia l request was sent on December 13th and
responded to by Daniel Kim , P .E. the same day .
Since we met in February: we have evaluated the intersection ; estimated the average daily traffic
from the 71 parcels in the HOA (10 trips per day for each); reviewed the anecdotal information from
an unreported accident between a vehicle and a youth on a bike ; obtained traffic collision data from
the Police Department; and had a speed study done by the Police Department.
1. There is not a sight distance issue on this straight section of road .
2 . Using a very conservative heuristic rule , we estimated that the HOA could conceivably
generate approximately 710 trips per day.
3 . I discussed with you an accident with a very young bicyclist (5 at the time) who may have
ridden past the stop sign on Ashtree and had a collision with a vehicle from the
neighborhood . This was not reported to the Po lice . Therefore , it was not documented in the
State 's record of traffic collisions nor were the circumstances evaluated by an officer.
4 . There have been no reported collisions reported in this area in recent years .
5. The Police Department measured the speeds of vehicles on Knotty Pine and found no
vio lations . They were able to cite only one driver over a half-day of close observat ion but it
was not for speeding .
We i nstall traffic control devices , l ike stop signs , if they comply with the California Manua l of Un iform
Traffic Control Devices. In other words , if the stop signs are warranted . I have attached the three
warrant requirements for the installation of stop signs . We have concluded that this intersection does
not meet the warrants for the stop signs you have requested .
Additiona lly , Stop signs are not considered a speed control device . They control right of way access
at intersections . Four of the ten cities in Ventura County permit speed humps if warrant criter ia are
met. However, Moorpark is not one of those cities . Speed humps might control speeding but have
significant drawbacks. They: permanently slow down emergency vehicles ; cause traffic to take
alternate routes (which would not be an issue for the western half of your HOA); often lead vehicles
to speed up between speed humps; and create a continuous quality of life issue for the four houses
that would be adjacent to each speed hump .

I have asked our Police Department to carry out speed enforcement work on Knotty Pine Street as
resources permit.
The next Regular Transportation and Public Works Standing Committee is tentatively scheduled to
meet on May 5 th at 5:00 p .m . if you would like to discuss your concerns further with staff, Mr. Simons

Section 2B.06 STOP Sign Applications
Guidance:
01 At intersections where a.full stop is not necessary at all times, consideration should first be given to using less
restrictive measures such as YIELD signs (see Sections 2B.08 and 2B.09).
02 The use of STOP signs on the minor-street approaches should be considered if engineering judgment indicates
that a stop is always required because of one or more of the following conditions:
A. The vehicular traffic volumes on the through street or highway exceed 6, 000 vehicles per day;
B. A restricted view exists that requires road users to stop in order to adequately observe conflicting traffic on
the through str eet or highway; and/or
C. Crash records indicate that three or more crashes that are susceptible to correction by the installation of a
STOP sign have been reported within a 12 -month period, or that five or more such crashes have been
reported within a 2-year period. Such crashes include right-angle collisions involving road users on the
minor-street approach failing to yield the right-of-way to traffic on the through street or highway.

Thank you for your time and allowing me to address the committee. I greatly appreciate
the City's concern and the additional police activity in response to our request.
My name is Robert Edgington I am President of the Mission Ridge HOA board. I am
here to respond to what was essentially a denial letter from Mr. Corrigan regarding a
request for a four way stop to be installed at the intersection of Knotty Pine and Ashtree
Street. (Dated: April 19, 2019 copy below) from Sean Corrigan City Engineer/Public

Rough Timeline to get here: (worth noting)
-First online request 12/13/2018 (City of Moorpark Request Tracker 1.0 . #2859)
-I had to put myself on the City meeting agenda to verbally request a response (2/6/19)
-Afterward followed an extended email dialog with limited results (March 5th to present)
-I briefly sat in on the meeting of a Transportation & Public Works June , 3rd 2019 that
was more of a parks and rec meeting .
It has taken a LOT of effort and time to get here.

What is the problem we are trying to solve here?
On (Friday 6/12/15 somewhere between 5 :30pm -6:30pm) This young boy (Dylan
Swanson) was hit by a vehicle at the intersection in question. The mother did not call
the police because she knew the person driving and didn 't want that person to get in
trouble she also felt it was the fault of her son for not stopping . It was witnessed by two
other residents and well documented on F acebook.

We (Crystal Swanson and myself) recently canvased the neighborhood with a petition
and had near unanimous support from the community regarding a four way stop being
put in at the intersection . (See petition below-Exhibit 2)

We install traffic control devices , like stop signs , if they comply with the California Manual of
Uniform Traffic Control Devices . In other words, if the stop signs are warranted . I have

attached the three warrant requirements for the installation of stop signs . We have concluded
that this intersection does not meet the warrants for the stop signs you have requested .

(I respectfully disagree that a four way stop at that intersection would reduce speeds -

correspondence with the City, those are your suggestions not mine)
I have asked our Police Department to carry out speed enforcement work on Knotty Pine Street
as resources permit.

Conclusion and summation
I live on the intersection in question and over the years I have witnessed several close
calls with bicyclists, skate boarders, scooter riders etc. mainly due to the downhill sloop
on Ashtree Street. There has also been multiple comments and complaints on the
NEXT DOOR social media platform regarding the excessive speeding on Knotty Pine
St.
Precedent has already been set for traffic remediation measures taking place in the
neighborhood. The installation of a barrier (effectively closing the street) on Williams
Ranch Rd. between Brookhurst Ct. and Peach Hill Slope Rd.
(See attached map below circled in RED on top right corner: Exhibit 2)
Many residents will be adversely affected by a stop sign at that location due to
additional noise from breaking and acceleration of vehicles and an extra stop on the
way home. But the common good seemed to outweigh that. Even the residents beyond
the proposed additional stop sign (those most adversely affected) signed the petition.
The conversations we had with the members of our HOA during the petition process
was a surprisingly joyful and community building experience. It was great to get
agreement from both Republican and Democratic leaning neighbors . A rare thing these
days.
I believe this is a perfect example of what co -governance should and can be .
Where by a community based organization: "Describes a situation in which an institution of
government shares with one or more entities, the decision right in respect of a matter over which the
institution has the formal decision-making power."
A tragedy very nearly happened at that intersection . Shame on all of us for not taking
action to prevent a real tragedy taking place there.

My name is Nick Fanger. I'm a resident of the Mission Ridge community at 4485 Sugar Maple Ct.,
Moorpark. I am writing this letter to inform any it may concern that I was witness to an accident
between an automobile and a child on bike at the intersection of Knotty Pine St. and N. Ashtree St. in
Moorpark.
On June 12th, 2015 I was with my wife and children returning from a park to our house. It was the late
afternoon. I was on foot, on N Ashtree St. between E Mesa Verde Dr. and Knotty Pine St. I was heading
south towards Knotty Pine St. At this location N Ashtree St. slopes aggressively down towards the
intersection. I watched Dylan Swanson ride his bike down this slope. The slope exacerbated his speed.
Dylan did not stop at the stop sign at the intersection. He made it halfway across the intersection before
he collided with a moving automobile traveling East on Knotty Pine St. Dylan and his bike hit the
automobile front left bumper. The automobile was in motion. The collision stopped Dylan and his bike.
The driver of the automobile stopped immediately and got out. Dylan's house is at the southwest corner
of the intersection, so the accident occurred just feet from his front yard. The driver, Dylan's parents,
and I attended to Dylan. I did not note any major observable injuries at the time. Dylan was left in the
care of his parents. I did not notify any authorities at the time.

complained about drivers continually speeding down Knotty Pine Street, some with no regard to possible children playing in
the area. We have tried to ask the City of Moorpark to make this intersection into a 4-way stop to eliminate the number of
vehicles t hat continue to disregard t he 25-mph speed limit, but we have been unsuccessful thus far. We hope that this
petition, signed by community members of the City of Moorpark and residents in and surrounding our neighborhood, will

Applications Support : 01 Multi-way stop control can be useful as a safety measure at intersections if
cert ain traffic conditions exist. Safety concerns associated with multi-way stops include pedestrians,
bicyclists, and all road users expecting other road use rs to stop . Multi-way stop control is used where
the volume of traffic on the intersecting roads is approximately equal. 02 The restrictions on the use of
STOP signs described in Section 2B.04 also apply to multi-way stop applications . Guidance: 03 The
decision to install multi-way stop control should be based on an eng i neering study. 04 The following
criteria should be considered in the engineering study for a multi-way STOP sign installation : A. Where
traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly
to control traffic while arrangements are being made for the installation of the traffic control signal. B.
Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-way
stop installation. Such crashes include right-turn and left-turn collisions as well as right-angle collisions.
C. Minimum volumes: 1. The vehicular volume entering the intersection from the major street
approaches (total of both approaches) averages at least 300 vehicles per hou r for any 8 hours of an
average day; and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection
from the minor street approaches (total of both approaches) averages at least 200 units per hour for the
same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds per vehicle
during the highest hour; but 3. If the 85th-percentile approach speed of the major-street traffic exceeds
40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2.
D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent
of the minimum values. Criterion C.3 is excluded from this condition. Option: 05 Other criteria that may
be considered in an engineering study include: A. The need to control left-turn conflicts; B. The need to
control vehicle/pedestr ian conflicts near locations that generate high pedestrian volumes; C. Locations
where a road user, after stopping, cannot see conflicting traffic and is not able to negotiate the
intersection unless conflicting cross traffic is also required to stop; and

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, DESIGNATING THE
INTERSECTION OF KNOTTY PINE AND NORTH
ASHTREE STREETSTO BE A STOP INTERSECTION
AND DIRECTING THE PLACEMENT OF STOP SIGNS AT
THE ENTRANCES TO THE INTERSECTION FROM
KNOTTY PINE STREET
WHEREAS, Section 21354 of the California Vehicle Code authorizes the City
to designate any intersection under its jurisdiction a stop intersection and erect STOP
signs at one or more entrances thereto; and
WHEREAS, the City Council has analyzed the and considered the information
presented to and the recommendations of the Transportation and Public Works
Standing Committee, as well as information provided to the City Council directly; and
WHEREAS, the City Council has determined that the installation of stop signs
on Knotty Pine Street at its intersection with North Ashtree Street is appropriate
based upon such analysis and consideration.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That STOP signs shall be erected on Knotty Pine Street at its
entrances at North Ashtree Street.
SECTION 2. That the City Manager is hereby directed to provide for the
installation and maintenance of appropriate signs and markings to effectuate this
action.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
