MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND PARKS AND RECREATION COMMISSION Moorpark, California April 10, 2019 A Special Joint Meeting of the Moorpark City Council and Parks and Recreation Commission was held on Wednesday, April 10, 2019, at 6:30 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1.CALL TO ORDER: Mayor Parvin called the City Council meeting to order at 6:30 p.m. Chair Estrella called the Parks and Recreation Commission meeting to order at 6:30 p.m. 2.THE PLEDGE OF ALLEGIANCE: Chair Estrella led the Pledge of Allegiance. 3.ROLL CALL: Parks and Recreation: Commission Members Gunning, Morgan, Norwalt and Chair Estrella. Commission Member Thompson arrived at 6:35 p.m. City Council: Councilmembers Enegren, Mikos, Pollock, Simons, and Mayor Parvin. Staff Present: Troy Brown, City Manager; Deborah Traffenstedt, Assistant City Manager/City Clerk; Jeremy Laurentowski, Parks and Recreation Director; Sean Corrigan, City Engineer/Public Works Director; Atanas Beltchev, Information Systems Manager; Police Chief Victor Fazio, Sheriff's Department; and Blanca Garza, Deputy City Clerk. 4.PUBLIC COMMENT: None. Item: 10.C. 70 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Review of Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2017/2018 and 2018/2019. Staff Recommendation: Direct staff as deemed appropriate. Mr. Brown gave a brief oral report. There were no speakers. The City Council and Parks and Recreation Commission discussed: 1) Reorganization and readjustment of the Goals and Objectives at the time of the last update in 2017; 2) Trail systems within Moorpark, the potential connections of trails, the budgeted Trails Master Plan, and the potential inclusion of a trails map in the Community Recreation Guide; 3) Increased usage of the Miller Park Sports Field; 4) The new City of Moorpark Preschool; 5) Summer Concerts in the Park; 6) Update on pickleball courts and their usage; 7) The Parks Master Plan; 8) Community Events; 9) Alcohol use at community events and discussion on whether alcohol should be permitted in certain City parks; 10) Potential future use of the former Pinecrest school facility; 11) ADA accessibility improvements planned for City Parks, including accessible play equipment; 12) Discussion on recreation class cancellation rates; and 13) City events on High Street. On behalf of the City Council, Mayor Parvin thanked the Planning Commission for their service and for all they do for the community. 6. ADJOURNMENT: Mayor Parvin adjourned the City Council meeting and Chair Estrella adjourned the Parks and Recreation Commission meeting at 7:04 p.m. Janice S.
