MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jeremy Laurentowski, Parks and Recreation Director BY: Stephanie Anderson, Recreation Services Manager DATE: 09/18/2019 Regular Meeting SUBJECT: Consider Request from the California Department of Rehabilitation to Waive Rental Fees for a Job Fair at the Arroyo Vista Recreation Center DISCUSSION The City has received a written request from the Thousand Oaks office of the California Department of Rehabilitation (DOR) to waive rental fees for the use of the Sycamore Room at the Arroyo Vista Recreation Center to hold a free, public Job Fair on 10/01/2019 in honor of the National Disability Awareness Month. The DOR is a State agency that has the goal of promoting employment, independence and equality in the state of California. The Job Fair provides an opportunity for local businesses to meet with individuals who are looking for employment. The DOR promotes the Job Fair through local organizations, businesses, schools and other programs that provide services to individuals with disabilities. The DOR would like to hold this event in Moorpark due to the central location to cities they plan to target during this workshop, including Moorpark, Simi Valley, Thousand Oaks and Camarillo. As Moorpark is one of the target communities, staff believes that there is a direct benefit to the residents of Moorpark from this use. There will be a minimal direct cost to the City for the set-up and takedown of tables and chairs for the rental use. Staff estimates that it will take 1.5 hours to set-up and clean-up the facility. This will incur a cost of approximately $45 in staff time. At the September 4, 2019, City Council meeting, the City Council approved new rental rules and fees which would automatically make this rental a Group 1 rental, with fees at City costs. However, since the rental date occurs before the new rules go into effect on October 4, 2019, City Council approval for this fee waiver is required. Item: 10.D. 72 FISCAL IMPACT By waiving the rental fees for use of the facility, the loss of revenue will total $537.50. STAFF RECOMMENDATION Approve the rental fee waiver for the use of the Arroyo Vista Recreation Center Sycamore Room for the Department of Rehabilitation’s Job Fair on October 1, 2019, and require that the Department of Rehabilitation pay the City’s direct staff costs of approximately $45. We have held our fall Job Fair at your facility for the past 4 years, and appreciate your support. The Job Fair has been scheduled for Tuesday, October 1, 2019 from 9 AM- Noon. We would like to use the main meeting room (Sycamore) and the adjoining kitchen (which will be used only to provide morning refreshments, coffee/snacks for our participating employers). Last year, we had over 100 individuals participate in our Job Fair, including students from Moorpark High School Workability/Special Education progran-.,-al-ong-with-over-Z8-emp~oyers-and-eommt1·n·tty-reseuree-venders--.--------< Because we are a State agency, we are not provided with funding to rent a facility for our event, so we would like to request that the City consider waiving the reservation fee for the facility for the event.
