Federal Emergency Management Agency Hazard Mitigation
Assistance Grant Funds Sub-granted through the State of
California Department of Emergency Services
BACKGROUND
The Federal Emergency Management Agency (FEMA) provides grant funding under many
different circumstances one of which is through the Hazard Mitigation Assistance Program
(HMA). The HMA program provides funding for eligible mitigation activities that
reduce disaster losses and protect life and property from future disaster damages
including the Hazard Mitigation Grant Program (HMGP). HMGP funding becomes
available after an area experiences a qualifying disaster in an effort to mitigate
against such a disaster recurring in the same area. HMGP DR-4407 (DR-4407) is a
competitive grant that resulted from the Woolsey and Hill fires. Staff has taken
preliminary steps to secure funds for the Community Center portion of the Back-up
Generator at Community Center Project M0023 (Project). The Project is anticipated
to cost $500,000. HMGP funding provides a 75% match.
DISCUSSION
In March 2019, staff submitted to California Governor’s Office of Emergency Services (Cal
OES), the DR-4407 recipient, a Notice of Interest to be considered an eligible subrecipient
for DR-4407 funds. Cal OES notified the City that the Project is eligible. Staff attended
HMGP application workshops and has been gathering data for the DR-4407 application,
which is due during the first week of July 2019. A resolution by the City Council appointing
three authorized agents is a necessary component to the application. The resolution can
be either disaster specific or universal so that it applies to any HMGP funding opportunity
offered during a three-year period.

In 2018, City Council adopted Resolution No. 2018-3685 appointing the City Manager,
Assistant City Manager, and Finance Director as authorized agents for FEMA’s Emergency
Management Performance Grant (EMPG). By doing so, the authorized agents may take
any actions necessary for the purpose of obtaining EMPG funding. Staff is requesting the
City Council to appoint the same positions as authorized agents to engage with FEMA and
Cal OES regarding HMGP funds for a three-year period which includes DR-4407.
FISCAL IMPACT
Total DR-4407 funds requested is $375,000 for the $500,000 Project, leaving the City with
the remaining 25% match cost of $125,000 which is appropriated in the FY 19/20 budget
from the Equipment Replacement Fund (3003).

GOVERNOR’S OFFICE OF EMERGENCY SERVICES’S
(CAL OES) DESIGNATION OF SUBRECIPIENT’S AGENT
RESOLUTION TO BE SUBMITTED TO CAL OES FOR
FEDERAL EMERGENCY MANAGEMENT AGENCY’S
(FEMA) HAZARD MITGATION GRANT PROGRAM (HMPG)
FUNDING OPPORTUNITIES
WHEREAS, a portion of the City’s Backup Generators for AVRC, PSF and
Community Center (M0023) was identified by Cal OES as an eligible project for FEMA’s
HMGP pending the HMGP application process; and
WHEREAS, one requirement of the HMPG application process is to submit a
resolution by the governing board that appoints authorized agents who can engage with
FEMA and Cal OES regarding HMPG funds; and
WHEREAS, the City of Moorpark has not yet adopted the Cal OES resolution
appointing authorized agents regarding HMPG funds.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Moorpark hereby adopts the Cal OES Designation of
Subrecipient’s Agent Resolution appointing the City Manager, Assistant City Manager,
and Finance Director as authorized agents for HMPG funding opportunities.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
