Gilbert, Director of Public Works "C Date: September 18, 2003 (Council Meeting 10 -1 -03) Subject: Resolution No. 2003- Rescinding Resolution No. 94- 1076 Pertaining to Parking Restrictions on Mountain Trail Street Near Moorpark High School and Establishing Revised Parking Restrictions on Said Street BACKGROUND In 1994 the City Council adopted Resolution No. 94 -1076 revising the NO STOPPING ANYTIME parking restrictions on Mountain Trail Street near Moorpark High School to include a No Parking area in order to provide a student "drop -off" area on the north side of the street just east of Tierra Rejada Road. DISCUSSION Pursuant to an annual permit issued by the City, the High School uses this segment of Mountain Trail Street for temporary overflow parking for special events, such as football games. In order to make that use more compatible with the parking restrictions along this street segment, it is necessary to revise the limits of the NO PARKING zone. The attached Resolution establishes the revised limits for these parking restrictions. STAFF RECOMMENDATION Adopt the Resolution No. 2003- Attachments: Exhibit 1: Resolution Mt—Trail-0309 000093 Exhibit 1 RESOLUTION NO. 2003 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 94 -1076 PERTAINING TO PARKING RESTRICTIONS ON MOUNTAIN TRAIL STREET NEAR MOORPARK HIGH SCHOOL AND ESTABLISHING REVISED PARKING RESTRICTIONS ON SAID STREET WHEREAS, Section 22507 of the California Vehicle Code (CVC) authorizes a local agency to establish parking restrictions on any street or highway within its jurisdiction and to provide for preferential parking privileges, via permit, for residents adjacent to any such street; and WHEREAS, pursuant to said Section the City Council adopted Resolution No. 94 -1076 establishing NO STOPPING ANYTIME AND NO PARKING ANYTIME zones on Mountain Trail Street between Tierra Rejada Road and Walnut Creek Road; and WHEREAS, the City Council has determined that it is necessary and appropriate to revise the limits of those parking restrictions. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Resolution No. 94 -1076 is hereby rescinded. SECTION 2. A "NO STOPPING ANYTIME" and "NO PARKING ANYTIME" zones are hereby established on Mountain Trail Street, at the locations and to the limits generally described as follows: Side of Street Limits Restriction North Tierra Rejada Road to a point 260' No Stopping north of Tierra Rejada Road North 260' north of Tierra Rejada Road to a No Parking point 400' north of Tierra Rejada Road North 400' north of Tierra Rejada Road to No Stopping Walnut Creek Road South Tierra Rejada Road to Walnut Creek Road No Stopping 111F•¢ Resolution No. 2003 - Page 2 SECTION 3. The City Manager is directed to cause the placement and maintenance of appropriate signs giving notice of these parking restrictions and regulations. SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this day of , 2003.
