Gilbert, Director of Public Works Barry Hogan, Director of Community Development Date: October 15, 2003 (Council Meeting 11 -5 -03) Subject: Calleguas Pump Station DISCUSSION A. Water Line As you are aware, the Calleguas Municipal Water District [ "Calleguas "] is in the process of constructing a 72" diameter water line down the middle of Los Angeles Avenue through the City of Moorpark. The purpose of this project is to connect the Calleguas water distribution system to the underground aquifer storage injection /extraction wells located on Grimes Canyon Road west of the City. Construction of the reach between the westerly City limit and the subject future Pump Station, should be completed in late 2004. B. Pump Station Project A part of the overall project is the construction of the subject Pump Station [ "Pump Station "] southeast of the Spring Road Bridge (Exhibit 1) . The Pump Station will deliver water to the wellfield for storage, and from the wellfield for use by the Calleguas' customers, including the City of Moorpark, in the event of a drought or emergency. The purpose of this report is to generally define and describe that project and to seek authorization to accept /grant /record certain documents related to or required by that project. C. Architectural Review Representatives from Calleguas have met with the Community Development staff to review proposed designs for the Pump Station. Working with the Community Development staff, Calleguas staff has designed a building to house the pumping Calleguas pump station_0310 000098 Calleguas Pump Station October 16, 2003 Page 2 facilities which looks residential in character. It will have a stone veneered tower at one end of the building for visual interest and a three to four foot high stone veneer at the base around the building. The roofing material proposed is a Spanish style metal roof tile. Attached as Exhibit 2 is a diagram showing the floor plan and elevations for the building. Calleguas is exempt from the City's requirements for development review, but has worked well with the City to create a building design which would be compatible with the surrounding area. D. Enaineerina Plan Checkina and Inspection Calleguas has presented to the City for review and approval, those portions of the project plans related to street encroachment, access, drainage, grading and stormwater quality. Those plans are currently in the plan check / correction process and are expected to be ready to be approved in the very near future. E. Temporary Left -Turn Access The proposed Pump Station is to be constructed on certain Calleguas property [the "Site "] located on the east side of Spring Road south of the Arroyo Simi. The Site is located immediately south of the existing regulating station building. [Note: The existing regulating station will be removed at a later date.] In order to facilitate this construction, it will be necessary to temporarily remove the center median on Spring Road and provide a left -turn pocket to allow construction vehicles to access the Site from the north. When the Pump Station project is completed, the left turn lane will be removed and the center median will be reconstructed. It is estimated that the construction of this project will be completed within nine (9) months. F. Temporary Road Closure Calleguas has advised the City that the work necessary to provide utilities to the site, as well as the work required to remove and later reconstruct the center median, may require the temporary closure of Spring Road during construction hours on the few days needed to perform this work. It is the intent of staff to work with Calleguas to refine this work effort with the goal of avoiding or significantly reducing the amount of time the road will have to be closed. Calleguas pump station 0310 pit �, Calleguas Pump Station October 16, 2003 Page 3 G. Driveway The project will require the existing driveway apron serving the Site to be widened. That widening will require the relocation of one street light. H. Landscape Modifications It will be necessary to modify the parkway landscaping on the east side of Spring Road south of the above mentioned driveway in order to correct sight- distance problems at this exit. Those modifications will require the removal of a number of trees in this area. The applicant will be required to seek and obtain a tree permit for this work and to provide for replacement or other required mitigations. I. Access Road A portion of the access road serving the Site will be constructed within unused Spring Road street right -of -way. A License Agreement is to be prepared granting Calleguas the right to construct, maintain and use this access road, subject to certain restrictions. The License will state that, should the City ever need to use the Spring Road right -of -way to widen Spring Road, the License would be terminated and an alternate access would have to be provided by Calleguas, at its sole cost. J. City Access The above mentioned access road to the Site is situated on an existing access road required to provide the City and others access to certain drainage facilities located south of the Site. The above mentioned License Agreement will preserve the rights of the City and others to continue to use this access road. K. Drainage The plan checking effort will include the review of plans for the planned construction of certain storm drainage facilities to re- direct storm flows though the Site. A stormwater flowage easement will be granted to the City by Calleguas to document their acceptance of stormflows from upstream of the Site and from certain downdrains on Spring Road. In addition, a separate License Agreement will be prepared and executed by the parties allowing Calleguas to construct and maintain certain new drainage facilities immediately north of the Site within the City's storm drain easement in that area. The owner of the underlying fee title to this property [the Serenata HOA] has been advised of this intent. Calleguas pump station 0310 1T i ! �1l7 Calleguas Pump Station October 16, 2003 Page 4 L. NPDES The plan checking and inspection effort will include review and approval of the construction and post- construction Best Management Practices (BMPs) proposed to be employed for this project. M. Trails When the large lot subdivision for the Carlsberg Specific Plan was recorded, certain Trail Easements were granted to the City. A preliminary review of this map indicates that the proposed project will not adversely affect the rights conferred by those easements. Should the plan review show otherwise, Calleguas will be required to preserve or restore the right of the City to construct a Trail in this area at some point in the future. STAFF RECOMMENDATION Authorize the City Manager, or his designee, to prepare and execute any agreements, licenses, permits or easements required to approve and facilitate the construction of the subject project, and authorize the City Clerk to accept and record any such documents requiring such action.
