Subject: Left -Turn Ingress from New Los Angeles Avenue into the
Shopping Center Located at the Northeast Corner of New
Los Angeles Avenue and Spring Road
DISCUSSION
A. Unsafe Turning Movement
As depicted on the diagram attached as Exhibit 1, the
visibility of the driver of Vehicle 1 [V -1] making a left -
turn into the driveway near the Blockbuster store, is
sometimes blocked by a large truck [V -2] staged in the number
two lane, preventing the driver of V -1 from seeing an
oncoming vehicle traveling at speed [V -3] in the number three
(3) lane. This "blocked visibility" occurs when westbound
traffic is backed -up and staged the number one (1) and number
two (2) lanes, in the area just east of that driveway. These
conditions have been the cause of numerous traffic accidents.
B. Accident Histor
Attached as Exhibit 2, is a list of the traffic collisions
which have occurred at this location, for this or related
reasons, over the past three (3) years.
C. Elimination of the Left -Turn Lane / Committee Recommendation
It is recommended below that the City make a formal request
to Caltrans that the street be re- striped to eliminate the
left -turn pocket for the subject left -turn ingress movement.
On October 6 the Transportation and Streets Committee
discussed this matter and concurred with this recommendation.

D. Conditions of Approval
It should be noted that the Conditions of Approval for this
Shopping Center state that the left -turn ingress movement
from New Los Angeles Avenue into the subject driveway was
subject to future review, approval and /or revocation by the
City and /or by Caltrans.
E. Notice
A Notice (Exhibit 3) was sent to the owners of the properties
and business within this shopping center, advising them that
this matter was to be discussed by the City Council on
November 5.
F. Caltrans
If the recommended action is taken, staff will send a letter
to Caltrans asking that the left -turn pocket be eliminated at
the driveway near the Blockbuster store. It is anticipated
that Caltrans will conduct a Traffic Investigation in
response to this request and then provide the City with a
response to our request.
STAFF RECOMMENDATION
Direct staff to send a letter to Caltrans asking that New Los
Angeles Avenue be re- striped to eliminate the left -turn pocket
for the subject left -turn ingress traffic movement.

SUBJECT: Left -Turn Ingress into Parking Lot from New Los Angeles Avenue
Dear Sir or Madam:
As you are probably aware, there have been numerous traffic accidents at the
driveway near the Blockbuster store. It is the view of City staff that traffic patterns and
driving habits at this location are incompatible with left -turn ingress into that driveway
from New Los Angeles Avenue. Accordingly, on November 5, 2003, the City Council
will be asked to direct staff to send a formal request to Caltrans to re- stripe the street
to eliminate the left -turn pocket for this turning movement. The purpose of this notice is
to advise you of that possible action and of the intent of the City Council to discuss the
matter.
You are welcomed to attend the November 5th City Council meeting and provide input
regarding this discussion. You may also provide written testimony to the City Clerk at
any time prior to the City Council meeting.
The City Council meeting on November 5, 2003, will start at 7:00 p.m. in the City
Council Chambers, at City Hall, 799 Moorpark Avenue.
