HomeMy WebLinkAboutAGENDA REPORT 2003 1203 CC REG ITEM 10EITEM 10 • E - of MOORPARK CITY COUNCIL AGENDA REPORT To: Honorable City Council From: Nancy Burns, Senior Management Analyst Date: November 19, 2003 (CC Mtg. of December 3, 2003) Subject: CONSIDER CONTRACT AWARD TO CARLOS JEREZ TO REMOVE MOBILEHOMES FROM MOORPARK MOBILEHOME PARK BACKGROUND On September 19, 2001, the Moorpark Redevelopment Agency acquired the Moorpark Mobilehome Park for eight hundred eighty - seven thousand five hundred dollars ($887,500) in a negotiated agreement with its former owner. The purchase price included the park itself and three (3) tenant - occupied mobilehomes in the Park. All tenants of the Park were assisted in relocating to other housing and received relocation benefits which totaled five hundred eighty -one thousand four hundred fifty -one dollars ($581,451), including Moving Expenses, Down Payment Assistance, and Rental Assistance. The Agency has completed the acquisition of all twenty -eight (28) mobilehomes, at a total cost of four hundred sixty thousand one hundred thirty dollars ($460,130) for the purchase of the mobilehomes and escrow and other associated fees. The mobilehomes have been removed from the State's registration files and are considered salvage. DISCUSSION One mobilehome is proposed to be donated to the Santa Monica Mounted Police for storage purposes at its training facility in Lockwood Valley, California. This organization provided assistance during the recent fire incident with fire suppression and evacuation of horses. Staff is requesting that the City Council approve the donation, with all removal and relocation costs to be paid by the Mounted Police. 0000'74 Honorable City Council Date 11/25/03 Page 2 A Notice Inviting Bids was published, inviting sealed bids by August 29, 2003, for an auction of the mobilehomes in the Park. No bids were received. The Agency's construction manager has solicited proposals to remove the mobilehomes from the mobilehome park. Three (3) firms have submitted proposals for this work, ranging from forty -nine thousand dollars ($49,000) to seventy -five thousand six hundred dollars ($75,600), as shown on Attachment "A ". The apparent low bidder is Carlos Jerez, with a bid of forty -nine thousand dollars ($49,000). This work will be funded from the City Hall Improvement Fund by an allocation previously authorized by the City Council, for site clearance for the proposed Civic Center Complex. Following removal of the mobilehomes, the permanent structure which provided office space, laundry facilities and small living quarters will be cleared. As approved by the City Council on November 19, 2003, the Keith Companies has been hired to prepare the design plans for site access modifications to facilitate ingress and egress traffic between the west end of the Moorpark Library parking lot and High Street through the prior mobilehome park. STAFF RECOMMENDATION 1. Approve donation of one mobilehome to the Santa Monica Mounted Police, with removal and relocation costs to be paid by the Mounted Police. 2. Accept proposal from Carlos Jerez to remove 27 from the Moorpark Mobilehome Park for $49,000 any associated costs or fees, and authorize Manager to execute a Contract for Services, final language approval by the City Manager Attorney. High Street Dear Ms. Burns, October 23, 2003 Rollins Consulting Inc. contacted (3) firms to remove the mobile home units from the 83 W. High Street property. Supplemental instructions were sent on October 22, 2003, proposals were received prior to 11:00 AM October 23, 2003; Proposals received are as follows: • Carlos Jerez $49,000.00 • Pro Set Corporation $50,000.00 • Jaime Magana $75,600.00 Carlos Jerez submitted the lowest responsible Proposal of $49,000.00. Upon review of his proposal, we find his pricing to be reasonable for the scope of services indicated in his proposal. It is therefore our recommendation that The City of Moorpark retain the services of Carlos Jerez for the removal of the mobile home units at 83 W. High Street.
