SUBJECT: Consider Request from Moorpark Soccer Club to Waive
Park Rental Fees for a Mini - Soccer Tournament
SUMMARY
The City Council is being asked to consider a request from the
Moorpark Soccer Club to waive park rental fees for a Mini - Soccer
Tournament it plans to host on the first or second weekend of
March, 2004. The fee waiver request includes the use of four
soccer fields at the Arroyo Vista Community Park (AVCP), and
permission to operate a temporary concession stand at the
location. The Club does not intend on using field lights and
they will do their own field preparation. Approval of the
request would be consistent with previous actions taken by the
City Council for past tournaments, sponsored by other Moorpark -
based organizations, such as Moorpark Girls Softball, AYSO, and
the Kiwanis. In all cases, the purpose of these tournaments is
to raise money to benefit their organizations or community
programs.
DISCUSSION
The Moorpark Soccer Club has had a Use Agreement with the City
of Moorpark since December of 2000. The current Agreement
covering the period of December 1, 2002 through November 30,
2007, allows the Moorpark Soccer Club use of Campus Canyon Park
from August through November each year. Use of Campus Canyon
Park is limited to authorized games, practices, and training
sessions for coaches and referees. The Moorpark Soccer Club is
granted use of the premises as long as it maintains a membership
of at least seventy five members, with 800 living within the
Moorpark City limits. The Club is supported strictly by

volunteers and is attempting to conduct a fundraising tournament
to gain financial stability and expand their program.
The Moorpark Soccer Club wishes to conduct a two -day, sixteen
team mini - tournament, for two age groups, "Girls Under 14" and
"Boys under 13" years of age, at the AVCP. The tournament will
take place on a Saturday & Sunday, from 8:00 a.m. to 5:00 p.m.,
either the first or second week of March 2004. The tournament
dates will be determined, based on availability, at the City's
discretion.
As has been the case in the past, it is recommended that
Moorpark Soccer Club reimburse the City for one staff person to
monitor and respond to the needs of the tournament. This is
consistent with the City Council's action in regards to the
Moorpark Girls Softball, Kiwanis and AYSO tournaments. In order
to provide the additional levels of service needed to ensure
that the trash cans are emptied, the restrooms cleaned and
stocked, and that all service requests are handled in a
responsive manner, one staff person needs to be dedicated to
tournament rentals.
STAFF RECOWONDATION
Approve the request from Moorpark Soccer Club to waive park
rental fees associated with their Mini - Soccer Tournament,
provided that they pay all direct costs incurred by the City,
including one staff person dedicated to the Tournament.
