Gilbert, Director of Public Works December S. 2003 (Council Meeting 12- 17 -03) 4 Subject: Consider Resolution Amending the Budget to Fund 1) Additional NPDES Permit Fees; 2) Additional Costs for Engineering Studies; and 3) the Installation of a Bicycle Detection Device for the Traffic Signal at Moorpark Road and Tierra Rejada Road DISCUSSION A. Background A number of unforeseen expenditures have arisen since the adoption of the FY03 /04 Budget last June. The purpose of this report, and the attached Resolution, is to request approval of a budget amendment to cover those costs. B. NPDES Fee [ #1000- 8320 - 000 -9418 In past years the Urban Stormwater Discharge Permit fee paid to the Los Angels Regional Water Quality Control Board was paid by the Ventura County Watershed Protection District as primary permittee for the Countywide permit. Last year the co- permittees (each of the cities) were notified that each would have to pay a permit fee. The estimated amount included in the FY 03/04 Budget for this purpose was $5,000. The actual amount of the permit fee was $7,406. The attached resolution request approval of an additional appropriation of $2,406, to fully fund this expenditure. Engineering Studies The line item account for Special Professional Services [ #2605- 8310 - 0000 -9103] is broken down as follows: Description Amount ($) Engineering Studies 10,000 State Street Report 2,000 12,000 As noted above $10,000 was budgeted for miscellaneous engineering studies. Recent approval of a number of such studies has caused this line item to exceed that amount. D. Bicvcle Detector Device at Moorpark Rd and Tierra Relada Rd The unique design for the improvements at the intersection of Moorpark Road and Tierra Rejada Road, does not adequately provide for detection for a bicyclist wishing to turn left from Moorpark Road. It is necessary therefore, to modify the traffic signal to install a detection device for this purpose. The options include a photo- detector [TV camera] or the installation of a detector button in the "porkchop" island (see diagram attached as Exhibit 1). It is the intent of staff to investigate and determine the best design for this purpose and then order the required modification. The cost of the modification is estimated to be approximately $7,000, to be charged to Account No. 2605 -8310- 0000 -9253. It is also the intent of staff to request that the County fund twenty -five percent of the cost of this modification, pursuant to the terms of the City /County traffic signal shared maintenance agreement. ROAD PR�P�3ED ,L 000284 Exhibit 2 RESOLUTION NO. 2003 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 2003/04 BUDGET TO APPROVE CERTAIN ADDITIONAL APPROPRIATIONS FROM THE GENERAL FUND [FUND 10001 AND THE GAS TAX FUND [FUND 26051 REQUIRED TO FUND CERTAIN UNFORESEEN COSTS WHEREAS, on June 18, 2003, the City Council adopted the Budget for Fiscal Year 2003/04; and WHEREAS, a staff report has been presented to the City Council requesting a budget increase in the aggregate amount of $34,406; and WHEREAS, said staff report discusses certain fund transfers approved last fiscal year and the need to adjust same; and WHEREAS, Exhibit "A ", attached hereto and made a part hereof, describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a Budget amendment in the aggregate increase of $34,406, as more particularly described in Exhibit "A ", is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
