Subject: Consider Replacement of Parkway Trees on the West Side
of Spring Road South of Peach Hill Road
DISCUSSION
A. Eucalyptus Parkway Trees
Attached as Exhibit 1 is a map showing the general location of
the six (6) subject Eucalyptus parkway trees.
B. Prior Project
A number of years ago, the City Council considered a report
from staff recommending the removal of the subject trees. The
City received some opposition from adjacent property owners,
about the then proposed removal of the trees. After
considering the matter, the City Council directed staff to
design and construct a project to correct the then existing
sidewalk problems in a way which would preserve the trees. A
project was designed and implemented which involved root
pruning, installation of tree grates and sidewalk and curb
removal and replacement. The cost of that project was
approximately $30,000.
C. Re- occurring Problem
The subject trees have again caused significant damage to the
sidewalks and curb /gutter in this area. This damage is a
source of potential trip hazards for pedestrians. It is the
view of staff that undertaking a repair project like that
previously constructed, will not cure the source of the
problem and damage will again reoccur. As you know, Eucalyptus
grow to be quite large, both in height and in circumference.

Such trees are not suitable to be placed in an eight feet (8')
wide sidewalk /parkway. It should also be noted that Eucalyptus
trees can grow quite tall and that falling limbs may pose a
risk to adjacent structures and to the walking and driving
public. Accordingly, periodic ''topping'' of these trees would
be warranted.
D. Proposed Remedy
Option 1: It is recommended that the Eucalyptus trees be
removed and replaced with Crape Myrtles. This species of tree
is compatible with the trees in the median in this area. It is
also recommended that this project include the installation of
a deep root irrigation system running from the existing water
source at the southwest corner of Spring Road and Peach Hill
Road.
Option 2: If it is determined that it would be preferable to
lessen the impact of loosing the tall trees all at one time,
the project could be designed to be implemented in two phases.
In Phase 1 only one -half the existing trees would be removed,
along with the planting of a number of the new Crape Myrtle
trees. Phase 2 would be deferred approximately five (5) years
to allow time for the new trees to grow. Phase 2 would consist
of the removal of the remaining eucalyptus trees and the
planting of additional Crape Myrtle trees.
E. Project Funding
Attached is a Resolution amending the budget to create a new
project [Project 80541 for the replacement of the subject
trees. The requested funding sources are as follows:
• Fund 2150: Trees and Landscaping $25,000
• Fund 2605: Gas Tax Fund $25,000

Note: Fund 2150 is funded by developer fees. The current
unappropriated Fund Balance for this Fund is $25,191.
F. Letter Notice
A letter has been sent to the owners of the properties
backing -up to the subject parkway, advising them of the City's
intent to consider the possible removal and replacement of the
problem Eucalyptus trees.
G. Committee Review
On December 1 the Transportation and Streets Committee
[Councilmembers Millhouse and Harper] considered this matter

STAFF RECOMMENDATION (Roll Call Vote
Adopt Resolution No. 2003- , amending the Budget to establish
a project for the replacement of the subject Spring Road parkway
trees and approve project Option 1 as described in this report.

RESOLUTION NO. 2003-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING THE FY
2003/04 BUDGET TO ESTABLISH PROJECT 8054 FOR
THE REPLACEMENT OF THE SPRING ROAD PARKWAY
TREES SOUTH OF PEACH HILL ROAD [TREE AND
LANDSCAPE FUND (FUND 2150) / GAS TAX FUND
(FUND 2605)]
WHEREAS, on June 18, 2003, the City Council adopted the
Budget for Fiscal Year 2003/04; and
WHEREAS, a staff report has been presented to the City
Council requesting a budget increase in the aggregate amount of
$50,000); and
WHEREAS, Exhibit "A ", attached hereto and made a part hereof,
describes said budget amendment and its resultant impacts to the
budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a Budget amendment in the aggregate increase
of $50,000, as more particularly described in Exhibit "A ", is
hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
