Traffenstedt, ATCM /City Clerk -I ✓ I January 12, 2004 (CC Meeting of 01/21/04) SUBJECT: Consider Granting Additional Vacation Leave to City Manager, Senior Management Analyst- Emergency Services, and Assistant to City Manager(ATCM) /City Clerk BACKGROUND AND DISCUSSION On several occasions in the past, the City Council has recognized the extra work efforts of City staff members necessitated as a result of vacancies in management positions. This has usually been recognized by awarding additional paid leave. With the leave of absence approved for the Assistant City Manager from September 2, 2003, through January 20, 2004, the City Manager assumed the day -to -day management responsibilities otherwise performed by the Assistant City Manager, with the exception of certain supervisory responsibilities delegated to the ATCM /City Clerk. In addition, during the time period since the Simi Fire Incident the weekend of October 25 and 26, 2003, the Senior Management Analyst responsible for emergency services coordination (Kim Chudoba) has been required to work hours that are considered above and beyond the overtime that is compensated by the City's management benefits. It is requested that forty (40) hours of vacation leave be granted to the City Manager and Senior Management Analyst - Emergency Services, and twenty -four (24) hours of vacation leave be granted to the ATCM /City Clerk, in recognition of this additional service, with the provision that such additional leave may be cashed out before June 30, 2004. Any cash out of the vacation leave would be covered by salary savings during fiscal year 2003 -2004. 000093 Honorable City Council January 21, 2004, Regular Meeting Page 2 STAFF RECOMMENDATION Approve granting of additional vacation leave to the City Manager, Senior Management Analyst - Emergency Services, and ATCM /City Clerk consistent with the agenda report.
