SUBJECT: Consider Resolution No. 2004- Establishing
"No Parking Anytime" Zones on the Alley South of
Flinn Avenue
DISCUSSION
A. Existina Parkina Restrictions
Resolution No. 90 -715 established a "No Parking 10:00 p.m. to
5:00 a.m." restriction on Flinn Avenue. Flinn Avenue was
recently realigned to intersect Spring Road at Second Street.
The above mentioned parking restriction remains in affect on
the newly realigned street.
B. Alley
Pursuant to a design approved by the City Council,
modifications were made to "old" Flinn Avenue to convert it
into a cul -de -sac alley to provide access to the properties
south of Flinn Avenue. Those modifications included narrowing
the street to thirty -two feet (32') and constructing a "turn-
around "bulb" at the west end of the alley. As defined in the
design approved by the City Council, the narrower street and
turn - around "bulb" require the establishment of No Parking
restrictions along the north side of the alley and at the east
side of the alley entry. The attached Resolution establishes
those needed parking restrictions.

RESOLUTION NO. 2004 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, ESTABLISHING NO
PARKING ZONES ON THE ALLEY SOUTH OF FLINN
AVENUE
WHEREAS, Section 22507 of the California Vehicle Code
provides for the restriction and /or prohibition of parking and /or
stopping on any local streets by a local agency; and
WHEREAS, the City Council has determined that it is necessary
to establish parking restriction on the alley located on the south
side of Flinn Avenue.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. "NO PARKING ANYTIME" zones are hereby established
along certain portions of the alley located south of Flinn Avenue
as generally shown on Exhibit `A' attached hereto and made a part
hereof.
SECTION 2. The City Manager is hereby directed to confirm
the placement of signs and /or markings giving notice of the
parking restrictions provided for herein.
SECTION 3. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
