Hogan, Community Development Director Prepared by Paul Porter, Principal Planne DATE: January 20, 2004 (CC Meeting of 2/04/04) SUBJECT: Consider Permit Adjustment No. 2 to Commercial Planned Development No. 2001 -01 for Approval of Site Plan and Building Elevations for a 3,536 Square Foot Denny's Restaurant on Pad 4 of the Moorpark Marketplace Located South of Miller Parkway and Application of Restaurant) BACKGROUND New Los Angeles Avenue, East of West of the SR -23 Freeway on the Architectronix, Inc. ( Denny's On December 17, 2003, the City Council discussed this item and continued the matter, first to January 21, 2004, and then to February 4, 2004, to allow the applicant additional time to provide color exhibits, and staff to research signage and provide additional information relating to the proposed patio area and the view of the northerly building elevation from New Los Angeles Avenue. Elevations, sections, and material specifications are attached (in color under separate cover) to address City Council concerns. DISCUSSION Building Colors and Architectural Desian The proposed building is designed to integrate into the overall Mediterranean theme of the Moorpark Marketplace and includes two architectural towers to provide visual relief from the overall massing of the building, a prominent entry tower on the southwest corner, and a second tower on the northeast corner. Both towers have been designed to complement the architecture of the major buildings in the Moorpark Marketplace. The second tower has a more diminutive flat top with a cornice cap. Additional decorative design features of the building include a cultured stone skirt approximately three (3') feet in height along the sides of the building, a cornice on all building walls that do not have a tiled roof, and exposed rafter tails below the tiled roof areas. Building field colors are consistent with the approved color board for the Moorpark Marketplace and includes Frazee #7290W ( "natural wax" satin) , Frazee #7292W ( "Freestone" stain) and Frazee #7230 ( "Corinthian" satin) for the building field colors. The building accent colors are also approved colors for the shopping center. The accent colors used are Frazee #8714W ( "Wildcat" satin) for the cornice, Frazee #7553W ( "Harvest Tan" satin) for building trim, and Olympic Stain ( "Weathering Stain ") for the rafter tails, eaves, and trellis. Proposed roofing material consists of "El Camino Blend" tile, while accent tiles will be Green, Bottle Green and Agean and Teal. Signage According to the developer of the Moorpark Marketplace Shopping Center (Zelman Retail Partners), signage for the Denny's restaurant will not be installed on any of the exiting pylon signs as pylon signage has been reserved for the major tenants with the exception of the Del Taco restaurant, which has limited visibility from New Los Angeles Avenue. Proposed signage for the restaurant will be limited to the " Denny's" name on the building elevations. Building signage will be issued under separate permit and will be required to be consistent with the requirements for other stores in the center, where channel letters without backgrounds are required. Signs will also be required to be consistent and conform to the overall sign program for the center. Patio Area The proposed 3,536 square -foot Denny's building includes an approximately twenty -foot (201) wide by thirty -one foot (311) long outside patio on the west side of the building. A trellis 000022 Honorable City Council February 4, 2004 Page No. 3 is proposed to soften the facade of the building and provide shade for the patio (Attachment 8). The patio would accommodate ten (10) tables with seating for forty (40) people. This is in addition to inside seating for approximately one - hundred forty - four (144) people, for a total seating capacity of approximately one - hundred eighty -four (184) people. The outside perimeter of the patio includes cultured stone pilasters with a decorative cap and a three -foot (3') high tubular metal fence. Landscaping around the perimeter of the fence provides additional visual accenting along the outside edge of the fence. Two (2) entrances into the dining area are proposed: the main entry is located at the southwest corner and a second entry is at the patio area. North Elevation as Viewed From New Los Anqeles Avenue The north elevation of the project is shown on the top of Sheet A2b (in booklet transmitted under separate cover and Attachment 4). Site Section BB (in booklet transmitted under separate cover and Attachment 6) demonstrates that visibility of the lower portion of the north elevation from westbound traffic would be greatly limited. A clear view from the eastbound direction only exists at an angle of approximately thirty to forty degrees from the restaurant. The landscaping, distance from the public right -of -way, and difference in grade all work together to hide and soften the appearance of the restaurant service area. STAFF RECODMENDATION Direct staff to prepare a letter approving Permit Adjustment No. 2 to Commercial Planned Development No. 2001 -01 for the Denny's Restaurant site plan and building elevations. 000023 Honorable City Council February 4, 2004 Page No. 4 Attachments: 1. Hogan, Community Development Dire Prepared by Paul Porter, Principal Planne DATE: December 5, 2003 (CC Meeting of 12/17/03) SUBJECT: Consider Permit Adjustment No. 2 to Commercial Planned Development No. 2001 -01 for Approval of Site Plan and Building Elevations for a 3,536 Square Foot Denny's Restaurant on Pad 4 of the Moorpark Marketplace Located South of Miller Parkway and Application of Restaurant) BACKGROUND New Los Angeles Avenue, East of West of the SR -23 Freeway on the Architectronix, Inc. ( Denny's On March 20, 2002, the City Council approved Commercial Planned Development (CPD) Permit No. 2001 -01 on the application of Zelman Retail Partners, Inc. for the Moorpark Marketplace shopping center. The building elevations for all but the four (4) pad buildings were approved as part of the CPD Permit. Since the specific businesses for the pad buildings were not yet known, a condition was added requiring that a modification to the CPD Permit be requested to allow for review of the site plan and building elevations at these locations. Two minor modifications have already been approved for the In -N -Out and Del Taco restaurants. Since this time, the Zoning Code provisions for the review of modifications have been amended, and minor modifications no longer exist. The proper instrument for considering such a request is now a Permit Adjustment, which does not require a public hearing. On November 14, 2003, the applicant submitted an application for Permit Adjustment No. 2 to CPD No. 2001 -01 for approval of a specific site plan and building elevations for a Denny's Restaurant, which is to be located on Pad 4 of the approved site S: \Community Development \DEV PM �� ATTACHMENT )�Denny's Restaurant \Agenda Rpts \CC 031217 Denny's--- 000033 Honorable City Council December 17, 2003 Page No. 2 plan. The application was determined complete on December 5, 2003. DISCUSSION The site plan and building elevations for the Denny's Restaurant have been reviewed by the architectural firm for the Moorpark Marketplace (Perkowitz and Ruth) and City staff for consistency with the approved architectural concept of the commercial center. The proposed Denny's building, adjacent to New Los Angeles Avenue, is significantly lower than street level. The building is 3,536 square feet and includes inside seating for approximately 144 people and ten (10) tables for up to forty (40) people outside. Two (2) entrances into the dining area are proposed: the main entry is located at the southwest corner and a second entry is at the patio area. An additional exit from the dining room is located on the east side of the building. The proposed building is designed to integrate into the overall Mediterranean theme of the Moorpark Marketplace and includes two architectural towers to provide visual relief from the overall massing of the building: a prominent entry tower on the southwest corner, and a second tower on the northeast corner. A trash enclosure is situated westerly of the restaurant and is designed to match the architecture of the shopping center buildings. There are two (2) entrances to the trash enclosure: one (1) for employees and one (1) that permits removal of the bins by a refuse disposal company. The trash enclosure will contain a tile roof to prevent trash from being thrown over the 000034 Honorable City Council December 17, 2003 Page No. 3 fence into the enclosure and to meet the requirements of N.P.D.E.S. All rooftop equipment is screened from public view and will be painted to match nearby parapet walls to ensure that any views from New Los Angeles Avenue will not be dominated by unsightly equipment. In addition to the overall landscaping plan for the Moorpark Marketplace, the Denny's pad will incorporate additional landscaping on all four (4) sides of the building. Only trees, shrubs, and ground cover consistent with the existing landscaping found throughout the Moorpark Marketplace will be utilized for the Denny's restaurant. Proposed signage includes the " Denny's" name on a yellow background, which is inconsistent with the requirements for other stores in the center, where channel letters without �f backgrounds are required. Any proposed signs will need to conform with the overall sign program for the center, when a sign permit is requested. No modifications to the shopping center Conditions of Approval are necessary. STAFF RECOMMENDATION Direct staff to prepare a letter approving Permit Adjustment No. 2 to CPD 2001 -01 for the Denny's Restaurant site plan and building elevations. Attachments: 1.
