SUBJECT: Consider a Request for a Scope of Work for the
Preparation of Plans and Cost Estimate for the Design,
Grading, and Construction of the North Hills Parkway
from Los Angeles Avenue on the west to the Extension
of Spring Road in Moorpark Highlands on the East
BACKGROUND /DISCUSSION
The Affordable Housing and Community Development Committee
(Mayor Hunter and Councilmember Mikos) requested staff to
prepare for consideration a draft scope of work for the
preparation of plans and cost estimate for the design, grading
and construction of North Hills Parkway. The Committee
considered staff's recommendations on this matter at their
January 21, 2004 meeting.
Citywide traffic analysis of the buildout of the City in
accordance with the General Plan shows that North Hills Parkway
is a vital circulation component of the overall circulation
system. At buildout, our traffic analysis shows that there will
be approximately 38,000 average daily trips (ADT) on North Hills
Parkway from SR -118 Freeway easterly to Spring Road and +22,000
ADT from Spring Road easterly to Los Angeles Avenue. The
existing road network does not have sufficient capacity to
accommodate these trips. The section of North Hills Parkway
east of Spring Road will be addressed by a separate report to
City Council. This report only addresses that portion of the
roadway from Spring Road west to Los Angeles Avenue on the east.

Along the reach of North Hills Parkway from Spring Road, west to
Los Angeles Avenue, are the following approved or proposed
projects:
1. Suncal's approved 110 Single Family Homes
2. Centex's proposed 120 Single Family Homes (north of
Casey Road)
3. Hitch Ranch's proposed 600 Single Family and Multiple
Family Homes
4. Colmer's proposed 200 Multiple Family Homes
5. A/B Properties approved Industrial Project
6. Southern California Edison approved Industrial Project
With these approved and proposed projects, there may likely be
enough properties to fund, through an assessment district or
other financial mechanism, the full construction of North Hills
Parkway from Spring Road west to Los Angeles Avenue.
To construct North Hills Parkway from Spring Road west to Los
Angeles Avenue the following items would need to be considered:
• A vertical and horizontal alignment of the roadway
• A bridge crossing over Walnut Canyon Road (including
acquisition of property on the west side of Walnut Canyon
Road)
• Grading of the roadway in conformance with Caltrans
standards
• An undercrossing of the railroad at the A/B Properties
• Intersections for access to Suncal and Hitch Ranch, and
Gabbert Road
• Cost Estimates for grading and construction
For City Council consideration, staff has provided the draft
Request for Proposal outlining in greater detail those items
shown above, as recommended for approval by the Affordable
Housing and Community Development Committee.
STAFF RECOMDMNDATION
Direct staff to circulate the Request for Proposal.

North Hills Parkway Project
A. Introduction:
The City of Moorpark is seeking proposals for the preparation of
a conceptual design for North Hills Parkway from the extension
of Spring Road on the east terminating at Los Angeles Avenue on
the west. It is anticipated that most of the required rights -
of -way will be dedicated through current or proposed development
projects along the reach of this roadway. Acquisition of rights -
of -way are not part of this request for proposal. This
restricted access arterial roadway will provide an optional
route to the existing Los Angeles Avenue/ Highway 118 surface
street that currently passes through the center of the City of
Moorpark.
B. Project Description:
1. Project Limits: For the purpose of this concept design
analysis, the limits of the project will extend from the
proposed northerly extension of Spring Road westerly to Los
Angeles Avenue/ Highway 118 near the westerly Moorpark City
boundary (see Exhibit 1).
2. Project Scope: The objective of the project is to
establish vertical and horizontal alignments for the proposed
roadway, consistent with Caltrans design standards for a state
highway, and determine an alignment that will allow connection
to the existing Highway 118 at the westerly Moorpark City
boundary. The proposed City maintained roadway shall have two
travel lanes in each direction, and a paved parking lane and
center divider consistent with current Caltrans standards for
such highways.
3. Right -of -Way Acquisition: The project will require the
dedication or acquisition of street right -of -way and the needed
slope and construction easements to facilitate the construction
of the needed arterial roadway improvements, connecting and
separated roadway crossings, and appurtenant bridges and
drainage structures. This conceptual design shall determine the
limits of right -of -way for the design roadway, as well as,
anticipated connecting roadways.

4. Design Cross - Section: The minimum anticipated right -
of -way dimensions for the proposed arterial roadway is 120 -feet
and any additional right -of -way necessary for slope construction
and maintenance. The City has required a 200 -foot set aside in
the past.
5. Separated Grade Railroad Crossing: The Project shall
include feasibility analysis for the design of a separated grade
railroad crossing for the North Hills Parkway near the west City
boundary. This analysis shall include the determination of the
feasibility of crossing under or passing over the existing
railroad tracks, west of Gabbert Road, and determining the
alignment of a new intersection with Los Angeles Avenue, (Rt.
118) .
6. Walnut Canyon Bridge: The Project shall include the
conceptual design of a bridge structure to provide a separated
crossing at Walnut Canyon Road (SR -23) . The conceptual design
shall identify properties that will need to be acquired for the
proposed bridge and appurtenant structures.
7. Project Funding: This study shall include a rough
cost estimate for the entire segment of roadway, including all
bridges and separated crossings. The cost estimate shall be
broken down into estimated costs by a methodology approved by
the City, for the purpose of determining "proportional share"
for all benefiting properties.
C. Scope of Services:
The scope of the required consultant design services for this
project is described as follows:
1. Surveying — Perform a survey of the project area in
sufficient detail to support all phases of the design effort.
Provide aerial topography map of the entire project area.
2. Existing and Proposed Improvements — Show all
existing improvements on the conceptual plan, as well as, the
location of the proposed street widening improvements.
3. Utilities — Obtain all information necessary to show
all overhead and underground utilities affected by the Project.

4. Property Lines — Show all current and future right -of-
way (property) lines.
S. Construction Cost Estimate — Prepare a rough cost
estimate of construction and right -of -way acquisition costs.
6. City Review & Approval — Present the draft Conceptual
Plan to City staff and City Council, and make changes as
necessary to obtain City approval.
7. Caltrans Review & Approval — Seek and obtain Caltrans
tentative approval of the concept plan as it affects
improvements under Caltrans jurisdiction. Determine the type
and scope of the Caltrans approvals required (PEER, PSR, etc.)
and take initial steps required by that approval process.
Environmental review consistent with Caltrans requirements for
approval of a PEER, PSR, etc. would be part of any Caltrans
review and approval. Precise determination of the level of
environmental review will be determined by the City, in
consultation with Caltrans, prior to or concurrently with
Caltrans review and approval.
D. Proposal Information:
The following information is required to be included in each
proposal to enable the City to evaluate each firm's response.
1. Technical Proposal:
a. Cover Letter: This letter should introduce your
team and is limited to two pages.
b. Statement of Qualifications: Include a statement
of your firm's qualifications to provide the requested services.
The statement should include information describing three other
projects of similar size and complexity, for which your firm
provided Design Engineering services to a local government
agency within the past three years. The statement should also
include information pertaining to your firm's experience in
working with or for Caltrans. Provide client contact personnel
and telephone numbers for each of the three projects. Similar
material should be provided for each sub contractor that will be
retained by your firm to work on the project. This material
should be limited to five pages for the prime consultant and two
pages for each sub consultant.

C. Organization and Staffing: Include an
organization chart showing your firm's project management team
and their organizational relationship. Provide resumes for the
principal, project manager and project engineer. Also, provide
a resume for each sub consultant's project manager. Each resume
should be no more than one page in length.
d. Scope of Work: Provide a scope of work that
fully describes the approach, methods, etc. to be utilized in
providing the required services. Include defined TASKS as
required.
e. Project Understanding: The Scope of Works should
include a full description of the project and its requirements.
f. Person Hours By Task and Schedule: Provide a
table which shows your planned person hours by classification by
task and /or phase for all work you plan to perform. Include a
schedule by major task
g. Copies: Three (3) copies of the Technical
Proposal shall be provided to the City.
2. Cost Proposal: Submit in a separate sealed envelope,
clearly marked COST PROPOSAL, the following:
a. Cover Letter: This letter should point out
conditions that could effect your firm's costs, any discussion
of the City's standard agreement (attachment).
b. Cost of Services: Provide an outline of your
firm's Not to Exceed costs, structured as follows:
1) Show Not to Exceed Cost for each Phase of
the work.
2) All Sub - Consultant Costs (Surveying,
Geotechnical, Etc.) shall be included in the total Fee amount
but the cost for each shall be identified.
3) Reimbursable Expenses (show various cost
elements as necessary).
C. Method of Payment: The above categories of
expenses shall be reimbursed in the following manner:
1) Design services shall be paid on the basis
of the percentage of work completed to date for each phase of
the work, as determined by the City.

2) The scope of the effort required for Phase 2
shall be determined by the City and all cost for such work shall
be paid at the hourly rates approved by the City. .
3) All work performed by Sub - Consultants
(Surveying, Geotechnical, etc.) shall be paid at actual costs
plus five percent (50).
4) Reimbursable Expenses shall be paid at
actual costs not to exceed an approved limit to be determined.
No payment shall be made for travel expenses required to provide
the required services.
d. Extra Work: Any "Extra Work ", as approved by the
City, shall be paid at direct actual costs, based upon the rates
approved by the City.
e. Hourly Rates By Classification: Provide a
listing of your firm's hourly rates by classification, as well
as, other cost factors which you would need to price extra work.
E. Proposal Evaluation Criteria:
The City of Moorpark intends to evaluate the technical proposals
received as a result of this RFP using the following criteria:

Firms will be ranked based on the Technical Proposal. The
highest ranked firms may be interviewed if the City feels that
clarification of proposals is necessary. The City will make a
final ranking based on the Technical Proposals either without
interviews or at the conclusion of interviews.
Subsequent to the evaluation and ranking of the Technical
Proposals, the Cost Proposals will be opened and negotiations
will be conducted with the highest ranked firm. If agreement
cannot be reached between the City and the highest ranking firm
regarding costs and fees, the City will open negotiations with
the next highest ranked firm. This process shall continue until
an acceptable price is negotiated with a qualified firm.
The City is not bound to select any of the firms submitting
proposals, can waive irregularities in proposals and their
submittal which are advantageous to the City, and is not legally
responsible for any costs associated with the preparation of
proposals or presentations to the City.
F. Project Schedule / Project Funding:
It is the intent of the City to select a Consultant and proceed
immediately with the required services. Complete project
funding is on hand and available.
G. Sample Agreement:
Attached as Exhibit 2 is a copy of the City's standard form for
Professional Services Agreements. (Not included with this
report)
