In approving this document, the Council included a list of top ten (10) priorities, which consists of thirty -three (33) of the one hundred six (106) identified objectives. Also attached is a list of the objectives by department. As in past years, it is generally acknowledged that with current staff levels, there are many more objectives listed than can be reasonably expected to be accomplished in the year. In fact, many of the objectives will take several years to fully complete. A written status report on the various priorities and objectives is not included as part of this report. The City Council Monthly Report provides a status on most of these items as well as other staff work efforts. Staff will respond to specific Council questions when this matter is considered. Since 2001, the Council has reviewed the objectives prior to preparation of the budget with the purpose of having more correlation between the Council approved objectives and City Manager proposed budget. It has been our practice to maintain a secondary list of objectives. In prior years, several items have been elevated from this list to approved objectives by the Council. Conduct a community -wide survey to measure the level of satisfaction residents feel about City services, develop a program to regularly solicit public input and feedback regarding service satisfaction, and continue to implement a system to track customer requests and complaints. 2. Tape a minimum of two (2) special City- sponsored events or meetings for replay supporting public information and community promotion efforts and evaluate the feasibility of taping a video about Moorpark City government. 3. Implement Neighborhood Preservation Program. 4. Conduct an Organization and Management Study and prepare an implementation plan. S. Analyze potential for franchising of telephone services providers that provide cable television services. 6. Evaluate feasibility of establishing a teen center. 7. Apply for "Tree City U.S.A." designation after adoption of Amended Tree Ordinance. 8. Evaluate feasibility of lighting additional parks and recreation facilities including Arroyo Vista Community Park (AVCP) multi - purpose court and second softball field, two basketball courts at Mountain Meadows Park, and proposed skatepark. 9. Install winter holiday decorations on street light poles at various locations in the City. 10. Adopt formal traffic policies. 11. Install a compressed natural gas (CNG) pumping station for City and public use in Moorpark. 12. Conduct an Arbor Day event. Work with property owner to improve west City entry. 17. Develop plan for recreational use of detention basin in Specific Plan No. 1. 18. Electronic message sign. 19. Install traffic signal at eastbound SR 118 Collins Drive /Los Angeles Avenue off ramp. 20. Work with Historical Society on finalizing a site for its proposed facility. 21. Develop policies for Arts in Public Places expenditures. 22. Develop guidelines for fine and cultural arts expenditures. 23. Consider feasibility of pedestrian bridge over Poindexter Avenue and Union Pacific Railroad (UPRR) from Specific Plan No. 1. 30. Upgrade Community Center kitchen facilities. 31. Construct a second lighted basketball court at College View Park. 32. Develop recommendations for public art at Arroyo Vista Recreation Center and College View Park. 33. Evaluate feasibility and cost for modifying traffic signal pedestrian crossing devices for use by vision impaired and physically disabled persons as well as upgrading to include time display. 34. Evaluate feasibility of landscaping remaining portion of Monte Vista Nature Park and adjacent properties with native vegetation. 35. Evaluate feasibility of relocating the Metrolink layover facility. Item No. 3 can be deleted since the Council's recently adopted Code Compliance Work Program addressed it, and Item Nos. 13 and 21 can be deleted since they were incorporated as part of Council adopted Objectives G.21 and G.3., respectively. From the above list of Potential Objectives, I recommend Council consideration for items 8., 15., 16., 18., 27., 30., 34., and 35. to be incorporated as objectives for FY 2004/05. At the present time, staff has included nine (9) additional objectives for consideration as follows: 1. Underground existing electrical lines on north side of New Los Angeles Avenue in the vicinity of the Arroyo Simi Bridge. (CE) 2. Prepare plan for merging of Public Works Director and City Engineer positions and responsibilities. Prepare conceptual design and preliminary construction cost estimates for North Hills Parkway from Los Angeles Avenue (SR 118) east to the extension of Spring Road. (CE) 5. Prepare environmental document for the SR 23 and SR 118 grading and construction within Specific Plan No. 2. (CD) 6. Evaluate feasibility of providing for a City sponsored network for wireless internet access throughout the City. (AS & ACM) 7. Initiate a Community Emergency Response Team (CERT). (ACM) B. Develop Technology Master Plan to include standards and replacement schedules for computer hardware and software and communication systems. (AS) 9.
