Lindley, Director of Community Services 4)i DATE: February 3, 2004 (Meeting of February 18, 2004) SUBJECT: Consider Approval of the Design and Specifications for the Villa Campesina Park Improvements and Waiver of Purchasing Procedures SUMMARY The City Council is being asked to approve the design and specifications for the Villa Campesina Park improvements and direct staff to bid the improvement work. Additionally, staff is requesting that the City Council waive formal purchasing procedures for the purchase of the playground equipment, including a basketball standard. A full set of the design and specifications for the improvements was previously provided to the City Council. DISCUSSION The FY 03/04 adopted budget includes $80,300 from the Park Improvement Fund, for improvements to Villa Campesina Park. The improvements to be constructed include a play lot, with ADA handicapped accessible surfacing, and a half -court basketball court. An Ad Hoc Committee (Commissioners Joseph Catrambone and Sandra Thompson) of the Parks and Recreation Commission and staff met twice with the residents of the Villa Campesina neighborhood to receive their input about the design of the improvements. The residents provided input on the playground equipment components and colors, and the placement of the basketball court. The residents expressed a strong desire for a mechanism to hang pinatas for family 000062 Honorable City Council February 18, 2004 Page 2 parties. The existing trees in the park are not situated in locations that allow for pinatas. The site plan being presented to Council for approval shows the improvements located at the far eastern half of the park, adjacent to Juarez Avenue (see Exhibit A). This alignment preserves the larger open grass area for pickup games of soccer and other activities, which currently take place at the park. It also makes ADA access easier and accommodates parents' efforts to supervise their children. Most of the City's parks have two playgrounds, with the exception of the City's smallest park, Virginia Colony. Having two playgrounds allows separate toddler and youth play areas. The single playground proposed for Villa Campesina Park is designed to accommodate the play needs of children ages 2 years old to 12 years old, since there is not enough room to construct two separate playgrounds (see Exhibit B and C). The colors requested by the residents who attended the planning meetings include forest green, brown, gold, and tan, have been incorporated in the equipment design. The playground will include sand and poured -in- place rubber surface material under approximately 50 percent of the play equipment components, as required for ADA accessibility. The half -court basketball court is situated east of the playground. Its orientation is east to west. While the orientation is not ideal, the residents, Ad Hoc Committee, and staff believe it is the best fit for the space and provides the greatest play area. While the plans do not identify the mechanism for hanging pinatas, staff is committed to installing a pole with an arm in an appropriate location so that pinatas can hang over the grass area, providing a safe and easy way to enjoy them. Staff coordinated the submittal of informal price quotes for the purchase of the play equipment from three playground equipment vendors by showing the vendors the site and requesting similar playground components. The City's informal purchasing process, required for purchases of $15,000 or greater, requires the development and M: \ML'_ndley \PARKS \villa campesina improv ccagd.doc O OO OG 3 Honorable City Council February 18, 2004 Page 3 distribution of purchasing specifications and submission of sealed price proposals by a given date and time. Comparing purchase proposals for playground equipment can be difficult since no two companies make the exact same equipment. It is often more productive to find a vendor who can supply the equipment you like (good quality, specific play components, and attractive designs) at a competitive price. This process can be done through state purchasing contracts, "piggy backing" on another public agency's contract, or sole sourcing the purchase, all requiring Council approval. The price quotes received through staff informal process, which included play equipment, poured -in -place surface material, and basketball standard, are as follows: Vendor Cost Proposal Dave Bang (Playworld Systems) $26,000 Miracle $27,100 Recreation West Outdoor $32,400 Dave Bang Associates was awarded a purchasing contract from the Colton Joint Unified School District for playground equipment. Colton Unified has agreed to allow other public agencies in California to "piggyback" on its contract, receiving the same terms and conditions. Staff visited three parks in Thousand Oaks that contain Playworld equipment and found the equipment to be of high quality and attractive. Since our informal purchasing process shows Dave Bang to be competitively priced, staff recommends that the Council waive formal purchasing procedures and authorize staff to piggy -back on the Colton Unified School District's contract. Upon the City Council approval of the design and specification plans for the Villa Campesina Park improvements, bid proposals for construction will be sought through a formal process. It is anticipated that the Council will be asked to award a construction contract on April 7 and that the project will be completed by June 30, 2004. The Parks and Recreation Commission will be tasked with planning a dedication for the newly constructed improvements.
