SUBJECT: Consider Adoption of Resolution Amending the Fiscal
Year 2003/04 Budget by Appropriating Funds for the
City's First Annual Youth Scholarship Golf Tournament
SUMMARY
The City Council is being asked to approve a budget amendment,
appropriating $9,000 from the General Fund Reserve for expenses
associated with conducting the City's First Annual Golf
Tournament Fundraiser for Youth Scholarships. The proposed
budget will cover all up -front costs needed to prepare for the
Tournament, scheduled for May 14, 2004.
DISCUSSION
As part of the City's Agreement with Toll Brothers, Inc., the
Moorpark Golf Course and Clubhouse are available to the City for
one sponsored event each calendar year at no cost to the City,
with the exception of any direct costs incurred by the Golf
Course. In 2003, Toll Brothers donated $5,000 to the City in
lieu of the City's use as a sponsored event, to support the
City's Youth Scholarship Program. The Community Services
Department's Recreation Division would like to take advantage of
the opportunity to use the Golf Course this year, by conducting
a tournament to raise funds to further support the City's Youth
Scholarship Program. The Youth Scholarship Program is a self -
funded program which relies on donations or fundraisers to offer
scholarships for low income families in Moorpark. Since the
Summer of 2003, thirteen family scholarships have been provided
for the City's Summer Camp and Junior Basketball League
programs. It is the hope of the Community Services Department

that raising additional funds would allow the Department to
expand the program with larger annual family stipends (currently
$200 per year) and also offer scholarships for more youth
recreation programs and classes.
Staff have met with Moorpark Golf Course representatives and
have scheduled Friday, May 14th as the date for the Tournament.
This is a prime date for tournament play, with ideal weather
conditions, and avoids conflicts with other local tournaments
typically conducted in the Summer and Fall seasons. The event
will begin at 1:00 p.m. followed by a dinner in the Clubhouse at
7:00 p.m. Sponsorship and Registration Brochures have been
prepared as well as ads promoting the event in the "Moorpark in
Spring" Newsletter and Recreation Guide.
Recreation staff have set a goal to raise $5,000 for the Youth
Scholarship program above the tournament expenditures. Staff
will be actively seeking donations from local businesses and
organizations in the coming months to help offset costs for the
Tournament. In -kind donations will also be solicited for raffle
prizes. A large portion of revenue will be raised from greens
fees and cart rentals. Staff has set a realistic target of 80
golfers to participate in the event, although the City has up to
150 green fees available as part of the Agreement with Toll
Brothers. Listed below is a budget for the Golf Tournament,
based on 80 golf participants, with all related expenditures and
anticipated revenue.

reserve to cover costs associated with the City's First Annual
Golf Tournament Fundraiser.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING THE FY
2003/04 BUDGET FOR EXPENDITURES RELATED TO
THE CITY'S FIRST ANNUAL YOUTH SCHOLARSHIP
GOLF TOURNAMENT BY APPROPRIATING $9,000.00
FROM THE GENERAL FUND RESERVE BALANCE
(1000.5500) TO THE RECREATION DIVISION
EXPENDITURE BUDGET (1000.7630).
WHEREAS, on June 18, 2003, the City Council adopted the FY
2003/04 Budget; and
WHEREAS, a staff report has been presented to said Council
requesting a budget amendment appropriating $9,000.00 from the
General Fund Reserve Balance (1000.5500) for a Youth Scholarship
Golf Tournament; and
WHEREAS, Exhibit "A" hereof describes said budget amendment
and its resultant impacts to the budget line items.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment appropriating $9,000.00 from
the General Fund Reserve Balance, to the Recreation Division
expenditure budget, as more particularly described in Exhibit
"A" attached hereto is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of
the resolution and shall cause a certified resolution to be
filed in the book of original Resolutions.
