Subject: Authorization to Advertise for Receipt of Bids for the
Civic Center Driveway Improvement Project [Project 8053]
DISCUSSION
A. Backaround
In September of 2003, the City Council approved a new project
to construct certain improvements at the Civic Center site to
improve vehicular access. Project 8053 was established with a
preliminary funding amount of $30,000.
In November of 2003, the City Council approved the conceptual
design for that project.
B. Project Description
The scope of the project includes:
1) the widening and re- striping of driveway onto Moorpark
Avenue, to provide a left /thru lane plus a right -turn lane
for egress traffic; and
2) the construction of site modifications to facilitate
ingress and egress traffic between the west end of the
Library parking lot and High Street, through the old
Mobile Home park property. A diagram showing the proposed
improvements is attached as Exhibit 1.
C. Caltrans Permit
Staff is in the process of obtaining a Caltrans permit for
the work to be done at the Moorpark Avenue entry. That permit
will be made a part of the bid documents.

D. Plans and Specifications
A review copy of the Plans and Specifications has been placed
in the City Council Conference Room.
E. Project Approval -- Design Immunity
It is recommended below that the City Council approve the
project plans and specifications in order to document City
Council approval of the scope and design of the project. Such
approval is also required for the purpose of establishing
design immunity pursuant to Section 830.6 of the Government
Code of the State of California.
F. Schedule
It is anticipated that bids for the project will be presented
to the City Council on March 17 with construction to follow
soon thereafter.
In the view of staff, it is not necessary that the mobile
home site be cleared before the subject improvements are
constructed. If necessary the south driveway can be closed to
through traffic should conflicts arise between the use of
this driveway and the clearing of the property.

3. Funding Source: The funding source for this project is the
General Fund [Fund 1000].
STAFF RECOMMENDATION
Approve the plans and specifications and authorize staff to
advertise for receipt of bids.
