Subject: REALLOCATION OF UNSPENT CDBG FUNDS FROM PRIOR FISCAL
YEARS 2000/2001, 2001 /2002, AND 2002/2003
BACKGROUND
At its meeting of February 4, 2004, the City Council received
public testimony, closed the public hearing and directed the
Budget and Finance Committee (Mayor Hunter and Councilmember
Harper) to consider CDBG funding allocations for FY 2004/2005,
and to return to City Council with recommendations at the March
3, 2004, City Council meeting.
At its February 18, 2004, meeting, the Budget and Finance
Committee considered the proposals submitted for FY 2004/2005
CDBG funding. In addition, the Budget and Finance Committee
considered the use of unspent CDBG funds for FY 2000/2001,
200112002, and 2002/2003.
DISCUSSION
$172,495.82 is available for reallocation from unexpended CDBG
allocations from:
2000/2001 $ 19,297.00 Code Enforcement
2001/2002 $100,000.00 Street Lights
2002/2003 $ 6,991.82 Administration
200212003 $ 46,207.00 Public Park
This funding cannot be reallocated for Public Service programs,
and can only be reallocated for Public Improvement programming.

A Notice of Public Hearing has been posted for the March 3,
2004, City Council meeting regarding this re- allocation of
unexpended CDBG funds for the purpose of acquiring property to
be developed for public and social services that serve low
income persons.
The Budget and Finance Committee recommends that the previously
described allocations of unspent CDBG funds from prior years
totaling $172,495.82 be reallocated for the Human Services
Complex.
STAFF REC014MENDATION (Roll Call Vote Required)
1. Open a public hearing and accept testimony on reallocation
of unspent CDBG funds from prior years, and close the public
hearing.
2. Authorize the reallocation of $172,495.82 unspent CDBG
funds from prior years to the Human Services Complex project.
