Subject: Consider Modification to Provide a Double Left Turn Lane
on Spring Road at Tierra Rejada Road
DISCUSSION
A. Backaround
This matter was considered by the City Council on February 18
and continued for two (2) weeks to allow parties representing
the owner of the commercial center to develop and provide the
City with other design options. As of the date of the writing
of this report, no information had been received from the
property owner. Consequently, the remainder of this report
reads identical to the report considered on February 18.
B. Traffic Congestion
The current design for the north leg of the subject
intersection [Exhibit A] provides for one left -turn lane and
one right -turn lane. The peak -hour left -turn traffic volumes
exceed the capacity of this design, adversely affecting the
Level of Service [LOS] at this intersection. The recent
installation of coordinated signal timing on Tierra Rejada
Road, to "platoon" east -west traffic, has exacerbated this
problem.
C. Traffic Stud
Staff retained the services of a civil engineering consultant
to prepare a traffic study for this intersection and to
develop recommendations to improve the LOS. That study is
attached as Exhibit B. The consultant conducted traffic
counts in order to quantify the "problem ". The study concludes

with a recommendation to slightly modify the signal timing and
to construct modifications to the left -turn lane as discussed
below.
D. Double Left -Turn Lane: Conceptual Desi
As directed, the consultant developed two conceptual design
option generally described as follows:
Option 1: This option [Exhibit 1 of the Study] provides a
double left -turn lane while retaining the northbound left -
turn lane into the shopping center. The resultant length of
the double left -turn lane for this option is only eighty -
five feet (85') long, providing for storage of only three
(3) additional vehicles. Such a short double left -turn lane
will do little to improve the LOS at the intersection. It
is not recommended that this option be implemented.
Option 2: This option [Exhibit 2 of the Study] is the
preferred design. It provides for a three hundred twenty
foot (320') long double left -turn lane. Construction of
this option will require the elimination of the northbound
left -turn lane at the southerly Spring Road driveway into
the shopping center. The median landscaping near the
intersection will also be removed.
E. Deletion of Left -turn Ingress
The recommended design option requires the elimination of the
left -turn ingress into the shopping center just north of
Tierra Rejada Road. It should be noted that left -turn egress
is already prohibited at this driveway. In the view of staff,
circulation patterns at and near this intersection are such
that the elimination of the left -turn ingress at this location
will not adversely affect the ability of customers to gain
access to the shopping center. There is convenient access to
the property from the Tierra Rejada Driveway and from the
northerly Spring Road driveway to accommodate traffic to the
center from any direction.
F. Notice
A letter was sent to the owners of the commercial properties
at the northwest corner of Spring Road and Tierra Rejada Road,
advising them of the proposed roadway modification, the
preferred design option and that the City Council would be
considering the matter on February 18.

G. Project Fundin
The recommended funding source for the project is the Spring
Road AOC Fund [Fund 2502]. The estimated project costs are
summarized as follows:

It is the intent of staff to present a Resolution to the City
Council amending the Budget to fund this project, at the time
the final plans and cost estimates are presented to the City
Council for approval.
H. Schedule
It is anticipated that the design will be completed in March.
Staff will then bring back to the City Council the approval of
the final design along with a request for authorization to
advertise for bids. It is anticipated that bid results will
be presented to the City Council in June with construction to
begin in July and be completed in August.

final design for the project.

Left Turn Analysis, Spring Road at Tierra Rejada Road
Introduction
The purpose of this study was to analyze the extent of traffic congestion at the
intersection of Spring Road and Tierra Rejada Road during the morning peak traffic hour
and to propose measures to mitigate the congestion. The intersection location and its lane
configuration are shown in Figure 1. For the purpose of this study, excessive queueing is
defined as occurring when vehicles arriving at an intersection under a red light cannot
proceed through the intersection on the subsequent green light.
Methodology
Our staff visited the site on two occasions: Monday February 2, 2002 and February 4,
2004 between the hours of 6:30 and 8:30 a.m. Traffic was flowing smoothly in the east
and west directions on Tierra Rejada Road on both of these occasions with no queueing
at the intersection. Southbound traffic on Spring Road, turning left, however, experienced
significant delays.
Our staff noted the signal phase timing, and because the objective of the study was to
specifically address the delay for the southbound left turn movement, the queue length at
the beginning and end of each green light was noted.
Existing conditions
The existing traffic signal timing during the morning peak traffic period is as follows:
Southbound green 30s
East and West through 60s
West Through and Left turn 15s (if a left turning vehicle is present to trigger detector
loop only)
Typically, 13 -15 vehicles are able to make the left turn for each green light phase. From
approximately 7:20 to 8:15 on February 2nd and from approximately 7:30 to 8:40 on
February 4`h, excessive queueing occurred. As this occurred, one or two vehicles were
observed running the red light at each cycle
When the number of vehicles waiting to turn left reached 14 or 15, the Ieft turn lane
capacity was exceeded and the right turn lane was obstructed.

Proposed Solutions
The following potential solutions were examined:
1. Lengthen the left turn signal duration - By itself, this option is not ideal because
the signals along Tierra Rejada Road are interconnected so that any significant
increase in green time for the Spring Road approach could negatively affect the
_ traffic flow along the entire Tierra Rejada Road corridor. The green time required
for Spring Road to clear a single left turn lane of 30 vehicles would be 60 seconds
or double what it is currently.
2. Add a second left turn lane — Two variations of this option were examined. The
first: Option 1 created an additional left turn lane with 85 feet of vehicle storage
or space for three to four cars. See Exhibit 1. In order to create this left turn lane,
the left turn lane into the Rite Aid parking lot was reduced in length to
approximately two car lengths. Although this option would improve the left turn
movement slightly, the duration of excessive queueing would only be reduced by
about 10 minutes each morning.
Option 2 created a left turn lane of 320 feet in length by eliminating the left turn
entrance to Rite Aid. See Exhibit 2. This provides space for an additional 13 left
turning cars. Together with a short increase in green time for the Spring Road
approach, this option would reduce excessive queueing to very few isolated
occurrences during the morning peak traffic hours.
Recommendations
The recommended option consists of the 320 foot long second turn lane, together
with a 10 second increase in green phase for the Spring Road approach. Although
this option does eliminate one way of entering the Rite Aid parking lot, there is
still an opportunity for northbound vehicles on Spring Road to reach that parking
lot via the Kindercare entrance approximately 380' north. Alternatively, since
many of the vehicles on northbound Spring Road originate on westbound Tierra
Rejada, they could simply continue past the Spring Road intersection and enter
the Tierra Rejada entrance to the parking lot.
The recommended option will reduce excessive queueing to very few isolated
occurrences during the morning peak traffic hours at current traffic levels.

Dear Mr. Gilbert and City Councilmembers:

We appreciated the opportunity to review the concerns of Marketplace Properties, Rite Aid and
Kindercare at the City Council meeting last week regarding the above referenced modifications to the
left turn access at our project in Moorpark.
While we still feel it would be important to maintain the left turn access into the property
between Rite Aid and Kindercare that we currently enjoy, we do understand that mitigation of the
morning peak hour traffic backups by our property is a significant issue for the residents of Moorpark
who utilize the public roads surrounding our property.
It is apparent.in the analysis you reviewed at the Council meeting, as well as the traffic study
by the City's consultant, that shortening the existing left turn pocket would not provide a long enough
stacking lane for the new dual left turn lanes to eliminate the traffic back up in the morning peak
hours, Consequently, we are not aware of an alternative course of action to take at this time that can
both maintain the left turn access and reduce the traffic congestion.
If, during the course of your further study of the modifications and prior to the implementation,
you discover another alternative that might preserve this left turn access, we would certainly
appreciate the opportunity to review this with you. However, we are of the understanding that the City
will be proceeding with the preparation of the street modification plans which will require the closure of
this left turn access way to our property in the near future.
