BACKGROUND This presents for consideration a resolution prohibiting overnight parking on the Agency -owned but City- managed property located along the south side of High Street between 68 High Street and 104 High Street between the hours of 12:00 a.m, to 6:00 a.m. which conforms to the overnight parking restriction at the Building Safety and Engineering Office parking lot at 18 High Street. DISCUSSION Following the parking surface and lighting improvements installed by the City's Redevelopment Agency along the south side of High Street between 68 High Street and 104 High Street, there has been a steady increase in the parking of trucks, trailers, and other vehicles for extended periods of time. This practice can be unsightly and would appear to be a public safety problem. Based on the above analysis and findings, it is the recommendation of staff that overnight parking be prohibited at the City controlled property located along the south side of High Street between 68 High Street and 104 High Street. 000080 City Council Agenda Report March 3, 2004 Page 2 STAFF RECOblDfENDATION Adopt Resolution No. 2004- prohibiting overnight parking on the subject property. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING RESTRICTED PARKING ON THE SOUTH SIDE OF HIGH STREET BETWEEN 68 and 104 HIGH STREET WHEREAS, Section 21113(d) of the California Vehicle Code provides for the regulation of parking on City controlled property; and WHEREAS, Section 22519 of the California Vehicle Code provides for regulation of parking on any public parking facility; and WHEREAS, the City Council has determined that the prohibition of overnight parking on property along the south side of Hiah Street between 68 High Street and 104 High Street is necessary and appropriate in order to better provide for the public health and safety; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That there shall be "No Parking" between the hours of 12:00 a.m. and 6:00 a.m. on certain property under the control of the City located along the south side of High Street between 68 High Street and 104 High Street as generally described on the attached Exhibit "A ". SECTION 2. That the City Manager is hereby directed to have placed and maintained the appropriate signs and /or curb markings giving notice of these parking restrictions. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
