Rescinding Resolution No. 2015-3414
BACKGROUND
On June 19, 2019, Moorpark City Council approved Amendment No. 3 (Amendment) to
the East County Transit Alliance Fiscal Agent Agreement (Fiscal Agent Agreement) for
InterCity Americans with Disabilities Act (ADA) and Senior Dial-A-Ride (DAR) Services.
The Fiscal Agent Agreement is a cooperative agreement between the City of Thousand
Oaks (Thousand Oaks) and the Cities of Moorpark (City), Simi Valley, and County of
Ventura. The Amendment reflected Thousand Oaks’ new agreement with MV
Transportation, Inc. (MV Transit). At the time of the City’s approval of the Amendment,
staff noted that in the Amendment there was a clause stating that InterCity DAR fares
would be increased from $5.00 per trip to $6.00 per trip. The fare increase was
proposed due to the significant rate increase from MV Transit for providing InterCity
DAR services (an anticipated increase of 75% when factoring in both the rate increases
and the projected increase in ridership). At the time of the amendment, Thousand Oaks
anticipated implementing the fare increase no earlier than January 2020. The
Amendment included a clause stating that the fare could be implemented sooner if the
ECTA Management Committee approved an earlier implementation.
On September 26, 2019, the ECTA Management Committee approved implementing
the $6.00 per trip fare increase effective November 4, 2019. Thousand Oaks
recommended that the fare increase be implemented sooner because Thousand Oaks
staff was concerned that an additional delay in the fare increase would jeopardize
Thousand Oaks’ ability to achieve the mandated 10% farebox ratio for InterCity DAR
services. If a 10% farebox ratio is not achieved, the member agencies would be
required to provide additional local generated revenues to offset Thousand Oaks in
order to achieve the farebox ratio.

DISCUSSION
As mentioned on June 19, 2019, staff is returning with a request to update the City’s
Fare Resolution, which currently states that the InterCity fare is $5.00 per trip. The
Draft Resolution has also been updated to reflect that the ECTA Management
Committee has established the fare and, “As of the adoption of this Resolution the fare
is $6.00 per one-way trip.” It should be noted, however, that in order for fares to be
increased in the future, the Fiscal Agent Agreement would have to be amended by each
Agency to implement the fare increase.
Staff has also adjusted some of the language in the updated Resolution, including
removing the sentence, “Persons between the age of 62 and 65 and who were
registered for Senior Dial-A-Ride as of June 30, 2015 shall be permitted to continue to
use the Senior Dial-A-Ride service” from Section 5 of the Resolution. This sentence
has been removed as it is no longer applicable; anyone age 62 in 2015 would now be
over 65 and qualify for the Senior DAR program as it currently exists. Other changes
include updating the service area to include trips to/from Agoura Hills, and replace the
phrase “disabled person” with “an individual with a disability”.
Thousand Oaks has been distributing public outreach regarding the fare increase,
including posting in DAR vehicles the week of October 14, postcards to handout to each
rider the week of October 21. The ECTA reservation phone number was also updated
the week of October 14 to inform callers of the rate increase. City staff requested that
Thousand Oaks and MV Transit staff forward comments from Moorpark residents to
City staff. A summary of comments received will be provided to City Council on
November 6 to allow comments related to this item to be received as long as possible.
Information about the rate increase was also posted at Moorpark City Hall, Moorpark
Active Adult Center, and the City website the week of October 21.
Additionally, in 2015 when City Council approved increasing InterCity fare from $3.00
per trip to $5.00 per trip, staff was directed to develop a reduced fare program for
InterCity passengers who use the service for a significant number of times. The City
Manager and staff approved a monthly InterCity DAR card that provided unlimited
InterCity trips for $140 per month. Currently there are two individuals who purchase the
monthly pass on a regular basis. Staff will work with the City Manager to approve a new
rate for the monthly pass to be effective in December 2019. Initially, staff would
propose to increase the rate from $140 per month to $170 per month, a 21% increase.
It is also proposed that the monthly pass not be issued to any new passengers as the
monthly pass significantly reduces the overall amount of fares that can be collected for
the farebox. For example, an individual who uses InterCity DAR twice a day, Monday
through Saturday for four weeks costs approximately $2,784 ($58 per trip average cost
to City). The individual, paying $6.00 per trip would pay $288. The City would pay the
difference of $2,496. A passenger with a monthly pass, paying the new rate of $170
receives an additional $118 discount.

FISCAL IMPACT
The fare increase from $5.00 per trip to $6.00 per trip is a 20% increase in fares. So far
this fiscal year, the per-trip cost has averaged $58.17, compared to FY 18/19 average of
$40.48. As previously mentioned a minimum farebox ratio of 10% is required for
paratransit services. The City’s FY 2019/20 Budget includes an estimated $31,000 in
paratransit revenue. Revenue is projected to increase to approximately $37,200. It
should be noted that Thousand Oaks collects the fare and deducts the collected fare
from its monthly invoice. The City reflects the collected fare as “revenue” in order to
recognize the deducted fare as revenue for purposes of the annual TDA audit.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, RESCINDING RESOLUTION
NO. 2015-3414, AND ESTABLISHING THE FARES FOR THE
MOORPARK CITY TRANSIT BUS FIXED ROUTES, SENIOR
DIAL-A-RIDE AND DISABLED PARATRANSIT SERVICES
WHEREAS, it is appropriate for the City to establish fees and charges for City
services which fully reimburse the City for the associated services, unless specified
otherwise by the City Council; and
WHEREAS, the City provides fixed route bus service throughout the residential and
commercial areas of the City; and
WHEREAS, the City contracts with the City of Thousand Oaks and the participating
agencies of the East County Transit Alliance, including the City of Moorpark, whereby the
City of Thousand Oaks transit provider, currently MV Transportation, provides intercity Dial-
A-Ride paratransit services to qualified and eligible senior citizens and persons with
disabilities. The East County Transit Alliance (ECTA) Management Committee establishes
the transit fares for such Dial-A-Ride services to and from the City.
WHEREAS, the City provides intracity Dial-A-Ride paratransit services to qualified
and eligible senior citizens and persons with disabilities, and establishes the fares for such
services in this Resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The regular fare for a one-way ride on a Moorpark City Transit fixed
route bus is $1.00.
SECTION 2. A person aged 65 or older, may ride on a Moorpark City Transit fixed
route bus for free.
SECTION 3. An individual with a disability may ride on a Moorpark City Transit
fixed route bus for free.
SECTION 4. Children aged five and younger, when accompanied by a parent,
guardian or responsible person aged sixteen or older, may ride on a Moorpark City Transit
fixed route bus for free.
SECTION 5. For persons aged 65 and older and who are registered for the
service with the City, the Senior Dial-A-Ride fare for a one-way paratransit trip with a pick-
up and destination within the City is $2.00.

SECTION 6. For persons aged 65 and older and who are registered for the
service with the City, the Senior Dial-A-Ride fare for the ECTA InterCity service for a one
way paratransit trip to or from Agoura Hills, Camarillo, Oak Park, Simi Valley, Thousand
Oaks, Westlake Village, and surrounding County Unincorporated areas is established by
the ECTA Management Committee and may be amended from time to time. As of the
adoption of this Resolution the fare is $6.00 per one-way trip.
SECTION 7. For persons with disabilities who are certified under the Americans
with Disabilities Act (ADA) as eligible for complementary paratransit service, the ADA Dial-
A-Ride fare for a one-way paratransit trip with a pick-up and destination within the City the
City is $2.00.
SECTION 8. For persons with disabilities who are certified under the ADA as
eligible for complementary paratransit service, the ADA Dial-A-Ride fare for the ECTA
InterCity service for a one way paratransit trip to or from Agoura Hills, Camarillo, Oak Park,
Simi Valley, Thousand Oaks, Westlake Village, and surrounding County Unincorporated
areas is established by the ECTA Management Committee and may be amended from
time to time. As of the adoption of this Resolution the fare is $6.00 per one-way trip.
SECTION 9. A personal care assistant (PCA) for a certified ADA rider may ride for
free on Moorpark City Transit fixed route and paratransit services, if the PCA’s trip origin
and destination match the ADA rider’s.
SECTION 10. The City Manager is authorized to establish special promotional fare
offers, discounts, or passes from time to time, such as a Summer Youth Pass, or a Rider
Appreciation Day fare holiday, for the purpose of promoting public transit ridership and
good community relations.
SECTION 11. Resolution No. 2015-3414 is hereby rescinded as of the effective
date of this Resolution.
SECTION 12. This Resolution shall become effective November 6, 2019 and shall
remain in effect until rescinded by the City Council.
SECTION 13. The City Clerk shall certify to the adoption of the Resolution and
shall cause a certified resolution to be filed in the book of original Resolutions.
