MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jeremy Laurentowski, Parks and Recreation Director BY: Jessica Sandifer, Community Services Manager DATE: 11/06/2019 Regular Meeting SUBJECT: Consider Resolution Amending the Fiscal Year 2019/20 Budget for Purchase of Landscape Maintenance District (LMD) Division Vehicle BACKGROUND & DISCUSSION The Fiscal Year (FY) 2019/20 budget includes funding in the amount of $30,000.00 for replacement of one truck for the Landscape Maintenance Division staff. The vehicle identified for replacement is vehicle #28 2000 Dodge Dakota. Staff is utilizing the State of California Leveraged Procurement Agreement (LPA) 1-18-23-20 (A-I) to purchase the replacement truck from Winner Chevrolet in Colfax, CA. LPA’s are a form of cooperative purchasing where the State conducts the bidding process and allows other local government agencies to “piggyback” on that process for purchase of their own supplies or equipment. The truck that will be purchased is a 2020 Chevrolet Silverado 2500 HD double cab work truck. As a part of the purchase it will be outfitted with a work body, a light bar, spray-in bed liner, and trailer tow package. The total cost of the work truck including the requested modifications, taxes and fees is $46,476.96. This exceeds the budgeted amount by $16,476.96 and staff is requesting an amendment to the FY 2019/20 budget to fully fund the purchase of the trucks. Please note that staff will be requesting an additional $2,500.00 from the budget amendment. Earlier this month staff purchased a van for Facilities staff and the budgeted line item for the van was short by $2,500. Staff processed a budget line item transfer from the LMD vehicle line item, knowing that a budget amendment would be needed in order to fully fund the LMD vehicle purchase. FISCAL IMPACT Staff is requesting an amendment to the FY 2019/20 budget in the amount of $19,000.00 from the Vehicle Replacement Fund (3009). The purchase of the LMD Item: 10.G. 263 Honorable City Council 11/06/2019 Regular Meeting Page 2 vehicle requires a budget amendment of $16,500.00 plus the additional $2,500.00 needed to replace funding used from the account to purchase the van for Facilities Staff. Fund 3009 has $436,006.00 available balance to cover this request. Attachment: Draft Resolution 264 ATTACHMENT RESOLUTION NO. 2019-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR (FY) 2019/20 BUDGET BY APPROPRIATING $19,000 FROM THE VEHICLE REPLACEMENT FUND (3009) TO PURCHASE REPLACEMENT VEHICLE FOR LANDSCAPE MAINTENANCE DISTRICT (LMD) DIVISION WHEREAS, on June 19, 2019, the City Council adopted the Operating and Capital Improvements Budget for FY 2019/20, which included an appropriation of $30,000.00 in the Vehicle Replacement Fund (3009) for replacement of vehicle #28 in the Landscape Maintenance District Division; and WHEREAS, on September 24, 2019, a Budget Line Item Adjustment was processed moving $2,000.00 from the LMD Division Vehicle Replacement to the Facilities Vehicle Replacement Line Item in order to complete the purchase of a van for Facilities staff; and WHEREAS, a staff report has been presented to the City Council recommending purchase of one replacement vehicle using a Leveraged Procurement Agreement from the State of California at a total cost of $46,476.96; and WHEREAS, a budget amendment of $19,000.00 from the Vehicle Replacement Fund (3009) is required to fully fund the purchase of the LMD Division vehicle; and WHEREAS, Exhibit “A”, attached hereto and made a part hereof, describes said budget amendment and the resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment in the amount of $19,000.00 from the Vehicle Replacement Fund (3009), as more particularly described in Exhibit ”A”, attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
