Consider Authorization for Recordation of the Notice of Completion for Tierra Rejada Road Median Island Improvements Project and Release of Bonds in Accordance with the Contract. Staff Recommendation: 1) Authorize the City Clerk to file the Notice of Completion, and 2) Authorize release of the Performance Bond and Payment Bond (Number RCB0021535) as outlined in the agenda report. MOORPARK CITY COUNCIL AGENDA REPORT TO: The Honorable City Council FROM: Jeremy Laurentowski, Parks and Recreation Director BY: Chris Ball, Management Analyst DATE: 11/06/2019 Regular Meeting SUBJECT: Consider Authorization for Recordation of the Notice of Completion for Tierra Rejada Road Median Island Improvements Project and Release of Bonds in Accordance with the Contract BACKGROUND & DISCUSSION On March 6, 2019, the City Council awarded the Tierra Rejada Road Median Island Improvements Project to F.S. Contractors, Inc. for $96,250.00, plus a contingency of $14,437.00, for a total contract value of $110,687.00. There were three change orders issued for the project totaling $13,720.00. The Change Orders and their individual costs are itemized below: Change Order # Description Cost/(Credit) Change Order #1 Removal of two (2) approximately 26” diameter pine trees from center median island. $ 4,000.00 Change Order #2 Remove and replace existing concrete paver band in median island closest to Los Angeles Avenue. $ 3,900.00 Change Order #3 Cold mill variable height (2” min.) asphalt concrete (AC), and construct 2” AC at four (4) areas on Tierra Rejada Road. $ 5,820.00 Change Order Total: $ 13,720.00 The final contract cost is $109,970.00 as broken down below: Initial Contract Cost 96,250.00$ Contingency/Change Order Items 13,720.00$ TOTAL CONTRACT COST 109,970.00$ Item: 10.I. 270 Honorable City Council 11/06/2019 Regular Meeting Page 2 Staff is recommending that the City Council authorize the recordation of the Notice of Completion. With the City Council’s authorization to record the Notice of Completion, the project bonds will be released as follows:  Performance Bond No. RCB0021535 shall be null and void one (1) year after the recordation of the Notice of Completion; and  Payment Bond No. RCB0021535 shall be null and void one (1) year after the recordation of the Notice of Completion. FISCAL IMPACT There is no fiscal impact with the release of performance and payment bonds. STAFF RECOMMENDATION 1. Authorize the City Clerk to file the Notice of Completion; and 2. Authorize release of the Performance Bond and Payment Bond (Number RCB0021535) as outlined in the agenda report.
