(Staff: Jeremy Laurentowski) Item: 9.B. MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jeremy Laurentowski, Parks and Recreation Director BY: Stephanie Anderson, Recreation Services Manager DATE: 11/20/2019 Regular Meeting SUBJECT: Consider Co-Sponsoring the Rotary Club of Moorpark Morning’s Holiday on High Street Event BACKGROUND Last year, a group of community leaders, in coordination with the Rotary Club of Moorpark Morning (Rotary), held a new event on High Street. “Holiday on High Street” was held on Saturday, December 1, 2018, from 5:00 to 8:00 p.m. and featured a snow play area, food vendors, music, children’s activities, a photo opportunity with Santa, and a menorah and tree lighting ceremony. Admission was free to the public, and event expenses were covered by the event organizers and a crowd funding campaign. Rotary obtained a Temporary Use Permit and entered into a Lease Agreement for use of City properties for the event. The event was held in the vacant City-owned lot adjacent to the old Maria’s restaurant building. The event was well received by the community with over 2,000 people in attendance. DISCUSSION The Rotary has requested that the City co-sponsor the 2019 Holiday on High Street event, and waive fees for City issued permits and for use of certain City-owned downtown properties, including vacant City properties on High Street between Moorpark Avenue and Bard Street. Additionally, they have requested that the City handle certain aspects of the event, including a street closure and police services, and provide funds toward the purchase of the Christmas tree. The 2019 event will be held on Sunday, December 1, 2019 from 3:00 to 8:00 p.m. and will include the same activities as last year’s event, plus an expanded craft fair. In order to ensure the event is safe, High Street will be closed between Moorpark Avenue and Bard Street, and all event activities will take place within the area of the closure. Admission will remain free to the public. The City will absorb costs related to the street closure, law enforcement, City staff costs, and purchase of the Christmas tree. All other costs will be paid by Rotary. Item: 9.B. 2 Honorable City Council 11/20/2019 Regular Meeting Page 2 Staff has prepared a Cooperative Services Agreement for the event. The agreement details each party’s responsibilities, the terms for the Rotary’s use of City property, and sets forth insurance requirements for the Rotary. The Rotary is also required to obtain an Encroachment Permit for the use of High Street rights-of-way. FISCAL IMPACT The City will absorb overhead costs associated with use of City facilities and equipment, City staff time spent working the event, and issuance of a “no fee” Encroachment Permit. The City will pay for police services on the day of the event ($2,000) and street closure and temporary fencing costs which are estimated at ($2,000); and contribute up to $1,500 toward the purchase of the Christmas tree. Total cost to the City to co- sponsor the event is $5,500 minus overhead costs associated with staff assisting with coordinating the event. The Fiscal Year 2019/20 Operating and Capital Improvement Project Budget does not include funds for this event. However, due to the cancellation of the Haunted High Street event in October, monies budgeted for Haunted High Street (event expenses, public works overtime, and police services) will be transferred to Holiday on High Street this year. If the City co-sponsors Holiday on High Street in the future, funds will need to be budgeted for the City’s expenses. COUNCIL GOAL COMPLIANCE This action is not tied to a current City Council Strategic Priority. STAFF RECOMMENDATION 1.Agree to co-sponsor the December 1, 2019, Holiday on High Street Event; and 2.Authorize the City Manager to execute a Cooperative Services Agreement to co-sponsor the event, subject to final language approval of the City Manager and City Attorney; and 3.Waive fees for use of City properties, equipment, and for City issued permits as described in the Agreement; and 4.Provide police services and certain City services for the Holiday on High Street event, as described in the Agreement, at no cost to the Rotary Club of Moorpark Morning.
