HomeMy WebLinkAboutMIN 2019 0501 CC SA REG MINUTES OF THE CITY COUNCIL AND SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF MOORPARK Moorpark, California May 1, 2019 A Regular Meeting of the City Council of the City of Moorpark and the Successor Agency was held on May 1, 2019, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon by the City Council unless otherwise noted. 1. CALL TO ORDER: Mayor Parvin called the meeting to order at 6:42 p.m. 2. PLEDGE OF ALLEGIANCE: Sergeant Darin Hendren, Sheriffs Department, led the Pledge of Allegiance. 3. ROLL CALL: Present: Councilmembers Enegren, Mikos, Pollock, Simons, and Mayor Parvin. Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney; Deborah Traffenstedt, Assistant City Manager; Jeremy Laurentowski, Parks and Recreation Director; Sean Corrigan, City Engineer/Public Works Department; Karen Vaughn, Community Development Director; Brian Chong, Assistant to the City Manager; Atanas Beltchev, Information Systems Manager; Sergeant Darin Hendren, Sheriffs Department; and Blanca Garza, Deputy City Clerk. 4. PROCLAMATIONS AND COMMENDATIONS: A. Proclamation Declaring May 2019 as Military Appreciation Month in Moorpark. Mayor Parvin presented a proclamation declaring May 2019 as Military Appreciation Month in Moorpark. 5. PUBLIC COMMENT: Moorpark American Legion Post 502 Commander Rick Lagowski extended an invitation to join them at their Armed Forces Day Barbeque on May 18 from 11 a.m. to 4 p.m. at Poindexter Park. REORDERING OF, AND ADDITIONS TO, THE AGENDA (Pursuant to Council Rules of Procedure, Section 2.9, Items to be withdrawn from the Consent Calendar shall be identified at this time.) None. 7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND MAYOR: Councilmember Mikos reported she volunteered at the City's Easter Egg Hunt on April 20, and she congratulated staff for a great job. Councilmember Mikos reported she attended Legislative Action Day in Sacramento and met with our State Senator and State Assembly Member along with their Aides. Councilmember Mikos announced that she attended the kick-off event "Take 5 and Read with First 5" at Cal-State Channel Islands and will be reading at Mountain Meadows along with Mayor Parvin. Councilmember Pollock reported he visited Portland, Oregon and was impressed by their extensive multi-use projects, which work well, and their public transit options, which make it a very walkable and bikeable community. Mayor Parvin announced the City Council is currently accepting applications to fill upcoming vacancies on the Moorpark City Library Board and the Teen Council. Mayor Parvin invited everyone to the Moorpark City Library's Big Truck Big Read event on Saturday, May 4, from 10 a.m. to 12 p.m. in the gated lot next to the library. Touch a truck, sit & sing in a bus, listen to stories from guest readers, and find out who won our Bookmark Contest. Mayor Parvin invited everyone to join us for the City of Moorpark's inaugural Earth Festival and Community Yard Sale on Saturday, May 4, from 8 a.m. to 11 a.m. at Arroyo Vista Community Park. In addition to yard sale booths, there will be mulch and tree giveaways, music, a tree trimming demonstration, activities for the kids, and more. Mayor Parvin announced she attended the Chamber's breakfast sponsored by Tang Soo Do University of Moorpark. Minutes of the City Council/Successor Agency Moorpark, California Page 3 May 1, 2019 Mayor Parvin participated in a ribbon cutting ceremony for a new sign and imprinting business in the Campus Plaza called Bezign Design. Mayor Parvin met with Adventist Health Simi Valley to discuss the "Hats Off to Women" program. Mayor Parvin announced she participated in the Rotary Club of Moorpark's Officer of the Year Program honoring CHP Officer Mirado and Sheriff's Deputy Fue Ricawa Mayor Parvin met with the President of Adventist Health Simi Valley regarding exciting news coming out on May 15. Mayor Parvin participated in the Government Relations Committee meeting at the Chamber Office. 8. PUBLIC HEARING: None. 9. PRESENTATION/ACTION/DISCUSSION: None. 10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED) MOTION: Mayor Parvin moved and Councilmember Pollock seconded a motion to approve the Consent Calendar. The motion carried by unanimous roll call vote. A. Consider Warrant Register for Fiscal Year 2018/19 — May 1, 2019. Staff Recommendation: Approve the warrant register. B. Consider Minutes of Regular City Council/Successor Agency Meeting of March 6, 2019. Staff Recommendation: Approve the minutes. C. Consider Appointment of Resident Commissioner to the Area Housing Authority (AHA) of the County of Ventura's Board of Commissioners. Staff Recommendation: Direct the City Clerk to send a letter to the AHA Board of Commissioners ratifying the City Council's action to confirm the appointment of Angela Bradley as a Resident Commissioner effective June 1, 2019 through May 31, 2021. D. Consider Resolution Approving the Preliminary Assessment Engineer's Report for the Landscaping and Lighting Maintenance Assessment Districts for the Fiscal Year 2019/2020 and Providing Notice of Public Hearing on June 5, 2019. Staff Recommendation: 1) Set the Public Hearing date for June 5, 2019; and 2)Adopt Resolution No. 2019-3806. Minutes of the City Council/Successor Agency Moorpark, California Page 4 May 1, 2019 E. Consider Resolution Approving the Preliminary Assessment Engineer's Report for the Parks and Recreation Maintenance and Improvement Assessment District for Fiscal Year 2019/2020 and Providing Notice of Public Hearing on June 5, 2019. Staff Recommendation: 1) Set the Public Hearing date for June 5, 2019; and 2)Adopt Resolution No. 2019-3807. F. Consider Amendment No. 1 with Charles Von Rueden dba ServiceMaster Professional Building Maintenance Services Increasing the not-to-exceed amount to cover minimum wage increase and authorize additional cleaning services. Staff Recommendation: Approve Amendment No. 1 with Charles Von Rueden dba ServiceMaster Professional Building Maintenance, and authorize the City Manager to sign the Amendment, subject to final language approval of the City Manager. G. Consider Request from the American Legion Moorpark Post 502 to Waive Park Rental Fees for Use of Poindexter Park for Armed Forces Day Celebration. Staff Recommendation: Waive rental fees for use of the picnic pavilion at Poindexter Park for the Armed Forces Day Celebration on Saturday, May 18, 2019. H. Consider Resection of Claims from Alexis Paniagua, Angel Paniagua, Irene Paniaqua, Jose Paniagua, and Karen Paniagua. Staff Recommendation: Reject the claims including amended claims and direct staff to send a standard rejection letter to each of the claimants. 11. ORDINANCES: (ROLL CALL VOTE REQUIRED) A. Consider Ordinance No. 472 Regarding Small Wireless Facilities, Amending Title 15 of the Moorpark Municipal Code Regarding the Same, and Approving California Environmental Quality Act Exemptions in Connection Therewith. Staff Recommendation: Waive full reading, declare Ordinance No. 472 read for the second time, and adopted as read. ROLL CALL VOTE REQUIRED Mr. Ennis read the title of Ordinance No. 472. ORDINANCE NO. 472 AN ORDINANCE OF THE CITY OF MOORPARK, CALIFORNIA, REGARDING SMALL WIRELESS FACILITIES, AMENDING TITLE 15 OF THE MOORPARK MUNICIPAL CODE REGARDING THE SAME, AND APPROVING CALIFORNIA ENVIRONMENTAL QUALITY ACT EXEMPTIONS IN CONNECTION THEREWITH Minutes of the City Council/Successor Agency Moorpark, California Page 5 May 1, 2019 MOTION: Councilmember Pollock moved and Mayor Parvin seconded a motion to waive full reading, declare Ordinance No. 472 read for the second time, and adopted as read. The motion carried by unanimous roll call vote. 12. CLOSED SESSION: Mr. Brown requested the City Council go into closed session for discussion of Item 12.A. on the agenda. MOTION: Councilmember Mikos moved and Councilmember Pollock seconded a motion to recess to closed session for discussion of Item 12.A. on the agenda. The motion carried by unanimous voice vote. The time was 6:56 p.m. A. PUBLIC EMPLOYEE PERFORMANCE EVALUATION Pursuant to Paragraph (1) of Subdivision (b) of Government Code Section 54957 Title: City Attorney Present in closed session were Councilmembers Enegren, Mikos, Pollock, Simons, and Mayor Parvin; Troy Brown, City Manager; and Kevin Ennis, City Attorney. The Council reconvened into open session at 7:45 p.m. Mr. Brown stated Item 12.A. was discussed and there was no action to report. 13.
