MOORPARK CITY COUNCIL
AGENDA REPORT
TO: Honorable City Council
FROM: Cynthia L. Borchard, Administrative Services Director Nk
DATE: April 6, 2004 (CC Meeting of 4/21/04)
SUBJECT: Consider an Ordinance Amending Section 2.12.120 of the
Municipal Code Providing Authority to Sign Written
Contracts
BACKGROUND /DISCUSSION
Section 2.12.120 of the Moorpark Municipal Code currently
authorizes the City Manager to execute contracts up to a maximum
of $25,000 for which a budget appropriation has already been
approved by the City Council. Section 2.12.120 also provides
that the City Manager's designee is authorized to execute
contracts up to a maximum of $5,000 for which a budget
appropriation has been approved by the City Council.
In order to simplify internal processing and improve customer
service, staff is proposing that Section 2.12.120 be amended to
allow contracts to be executed by the City Manager up to a
maximum of $50,000 and by the City Manager's designee up to a
maximum of $10,000 for which a budget appropriation has been
approved by the City Council. It is the City Manager's
intention that all or most of the contracts to be signed by
others so authorized be a pre- approved City standard contract.
It is also proposed to change the reporting of these contracts
from a weekly to a monthly basis. In the past there were often
weeks with no signed contracts and this will be a more efficient
reporting system.
In accordance with adopted procedure, the draft ordinance has
been reviewed by the City Attorney.
