Lindley, Director of Community Services) DATE: April 8, 2004 (Meeting of April 21, 2004) SUBJECT: Consider Golf Tournament Partnership to Raise Funds for the City's Recreation Youth Scholarship Program BACKGROUND By way of background, the City Council approved a provision in the Toll Second Settlement Agreement whereby Toll must allow the City to use its golf course (18 of the 27 holes /including use of golf carts) and clubhouse for one City sponsored event each calendar year, at no cost except for Toll's "out -of- pocket" expenses. It was intended that this provision would be used to raise funds for a City sponsored program to the benefit of Moorpark residents. The City did not have sufficient time to plan and organize a golf tournament last year. In lieu of the use of the golf course, the City received $5,000 from Toll. This money was put towards the City's youth recreation scholarship fund. During the current year, staff had planned to conduct a golf tournament on May 7, but the Council subsequently directed that staff not go forward with this event. DISCUSSION On February 18, 2004, the City Council considered the City's involvement in a golf tournament to raise funds to support its youth recreation scholarship program. After hearing the concern of several non - profit and civic organizations that hold similar fundraising efforts each year, including a scheduling conflict with the Chamber of G 00001'7 The Honorable City Council April 21, 2004 Page 2 Commerce, the Council directed that the Budget and Finance Committee (Mayor Hunter and Councilmember Harper) consider the matter. On April 7, 2004, the Budget and Finance Committee (Mayor Hunter and Councilmember Harper) discussed whether or not the City should hold a golf tournament of its own to raise scholarship funds, or if it should combine efforts with one or more organizations and share the net revenues. Considering the comments and concerns expressed at the February 18 Council meeting, the Committee concluded that given the current economic climate it may not be desirable to add another significant community fundraising event. If another fundraising event were added, there is a risk of diluting the existing efforts already in place. The Boys and Girls Club was the first group to express an interest in joining efforts with the City to co- sponsor a fundraising tournament. At the February 18 meeting, a Don Moore, the Boys and Girls Club President, representative stated that they would be willing to allocate a specific dollar amount to the City in return for the use of the City's free designated use of the golf course and clubhouse. The Boys and Girls Club currently holds such an event in the Fall at the Moorpark Country Club. The Budget and Finance Committee also believes that the Boys and Girls Club's support for youth is consistent with the City's goal to provide reduced costs for City fee -based programs for low income families. A co- sponsorship with the Boys and Girls Club appears to be a good match. The Budget and Finance Committee proposes that the City offer to co- sponsor a golf tournament with the Boys and Girls Club in 2004. In consideration for receiving the benefits of the City's use agreement with Toll, the Club would provide the City with $7,000 at the conclusion of the event. In addition, the Club would provide the City with the standard indemnification and insurance provisions required of co- sponsorship arrangements. The arrangement with the Boys and Girls Club would be for 2004 only.
