SUBJECT: New Los Angeles Avenue Utility Undergrounding Project
BACKGROUND
In 1997, Community Facilities District 97 -1 ["District"] was
formed to assist in the financing of certain improvements in and
around the Carlsberg Specific Plan Area. Revenues from the
District funded the construction of the major streets, storm
drains and other infrastructure facilities in the area. There
is approximately $800,000 left in the District reserve funds.
Representatives of the property owners within the district have
concurred with the use of these funds, with the remaining funds
to be reimbursed to the property owners to offset prior
expenditures.
DISCUSSION
A. Overhead Utilities
There are overhead electrical utilities located along the
north side of New Los Angeles Avenue, east and west of the New
Los Angeles Avenue bridge, in the vicinity of the Carlsberg
Specific Plan area. In discussions with representatives of the
Southern California Edison Company (SCE), the cost to
"underground" these utilities was estimated to be
approximately $300,000. Should the subject project be
approved, the "undergrounding" effort would be what SCE calls
a Rule 20B (City funded) project.

B. Acquisition Agreement
In discussions with the consultant assisting the City with the
management of the District, it was determined that the above
described " undergrounding" effort is a project which could be
funded by the District. Staff was advised that this project is
consistent with the purpose, terms and conditions of the
current Acquisition Agreement. Staff was also advised that
there were sufficient funds remaining in the District to fund
the project.
C. Project Implementation
Should the City Council approve the subject project, staff
would proceed with the following efforts:
1. Request that SCE proceed with the preparation of SCE plans;
2. Using those plans, retain a civil engineer to prepare plans
for the construction of the underground conduits and
vaults;
3. Seek and obtain a Caltrans permit for the work;
4. Seek City Council approval of the project plans and specs;
5. Advertise and award a construction contract;
6. Manage the project for the construction of the underground
conduits and vaults.
Upon acceptance of the work by SCE, SCE would place the
conductors in the conduits, energize the system and remove the
overhead wires and poles.
It is anticipated that the project could be completed within
one year.
D. Fiscal Impact
This project does not require any City expenditures. All costs
would be paid from by District. As bills are received, they
would be approved by the City Engineer and forwarded to the
Trustee managing the District for the City for direct payment.
