Morgenstern, Public Works 9-11171117 Supervisor DATE: April 23, 2004 (Council Meeting 5 -5 -04) SUBJECT: Consider Approval of Plans and Specifications and Authorization to Advertise for Receipt of Bids for the Spring Road Parkway Tree Replacement Project. DISCUSSION A. Background In December of 2003, the Project 8054 to remove the parkway trees on the west install new parkway trees Spring Road from Peach Hill Drive. B. Project Description City Council approved six (6) large Eucalyptus side of Spring Road and along the west side of Road to Christian Barrett The scope of the subject project includes: 1)- Removal of the six (6) existing Eucalyptus trees. 2)- Repair of concrete sidewalk and curb & gutter deficiencies caused by said trees. 3)- Installation of twenty -four (24) new tree wells with ADA approved tree grates. 1111: • Spring Road Parkway Trees May 5, 2004 Page 2 4)- Installation of 24" box Crepe Myrtle trees in the tree wells. 5)- Installation of an irrigation system to provide deep root watering through the establishment period, said system to be connected and sub - metered to an existing system at Monte Vista Nature Park. Note: New trees will be procured at no direct cost, as part of the City's contract with Boething's Tree Farm, and provided to the Contractor. D. Plans and Specifications A review copy of the Plans and Specifications has been placed in the City Council Conference Room. E. Project Approval - Design Immunity It is recommended below that the City Council approve the project plans and specifications in order to document City Council approval of the scope and design of the project. Such approval is also required for the purpose of establishing design immunity pursuant to Section 830.6 of the Government Code of the State of California. F. Schedule It is anticipated that bids for the subject project will be opened in June and presented to the City Council for consideration in July. Construction should begin by August and be completed by October 2004. 1111:• Spring Road Parkway Trees May 5, 2004 Page 3 G. Fiscal Impact The current Budget for the project is $50,000.00. The current project cost estimate is as follows: Design - $ 1,000 * * In House Construction - $ 64,000 Inspection - $ 1,000 * $ 66,000 It is the intent of staff to defer amending the Budget for the project until the date of award of contract. STAFF RECD MMATION Approve the Plans and Specifications for the Spring Road Tree Replacement Project and authorize staff to advertise for receipt of bids for said project.
