SUBJECT: Consider Mission Statement, Priorities, Goals and
Objectives for Fiscal Year 2004/2005
The City Manager's recommended "Mission Statement, Priorities,
Goals and Objectives" for the City of Moorpark for fiscal year
2004/2005 will be presented to the City Council for its
consideration on May 19, 2004.
It is recommended that the City Council consider the proposed
priorities, goals and objectives at the same time it considers
the City Manager's proposed budgets.

SUBJECT: Consider Mission Statement, Priorities, Goals and
Objectives for Fiscal Year 2004/2005
Attached are the proposed Mission Statement, Priorities, Goals
and Objectives for FY 2004/2005. It shows the proposed changes
from FY 2003/2004 in legislative format. It also includes the
City Council designated "Top Ten (10) Priorities."
It is generally acknowledged that with current staff levels,
there are many more objectives listed than can be reasonably
expected to be accomplished in the year. In fact, many of the
objectives will take several years to fully complete. A written
status report on the various priorities and objectives is not
included as part of this report. The City Council Monthly
Report provides a status on most of these items as well as other
staff work efforts. Staff will respond to specific Council
questions when this matter is considered.
On February 18, 2004, the City Council received a status report
and discussed the current goals and objectives. By consensus,
the Council left the top ten priorities in tact and directed
minor language changes to Objective G.21. The Council also
agreed to incorporate eight (8) items [Items 8., 15., 16., 18.,
27., 30., 34. and 35.1 from the list of 35 Potential Objectives
and nine (9) newly proposed items suggested by the City Manager
as objectives for further consideration in May /June 2004. The
City Council subsequently met in separate, joint meetings with
the Parks and Recreation Commission and Planning Commission and
discussed the City's priorities. Some of the items discussed
are included in the proposed priorities, goals, and objectives.

There are 102 FY 2004/2005 proposed objectives and 29 potential
objectives.
Potential Objectives
1. Conduct a community -wide survey to measure the level of
satisfaction residents feel about City services, develop a
program to regularly solicit public input and feedback
regarding service satisfaction, and continue to implement a
system to track customer requests and complaints.
2. Tape a minimum of two (2) special City- sponsored events or
meetings for replay supporting public information and
community promotion efforts and evaluate the feasibility of
taping a video about Moorpark City government.
3. Conduct an Organization and Management Study and prepare an
implementation plan.
4. Analyze potential for franchising of telephone services
providers that provide cable television services.
5. Evaluate feasibility of establishing a teen center.
6. Apply for "Tree City U.S.A." designation after adoption of
Amended Tree Ordinance.
7. Install winter holiday decorations on street light poles at
various locations in the City.
8. Adopt formal traffic policies.
9. Install a compressed natural gas (CNG) pumping station for
City and public use in Moorpark.
10. Conduct an Arbor Day event.
11. Rental Inspection Ordinance.
12. Develop plan for recreational use of detention basin in
Specific Plan No. 1.

22. Construct a second lighted basketball court at College View
Park.
23. Develop recommendations for public art at Arroyo Vista
Recreation Center and College View Park.
24. Evaluate feasibility and cost for modifying traffic signal
pedestrian crossing devices for use by vision impaired and
physically disabled persons as well as upgrading to include
time display.
25. Consider the feasibility of constructing a "splash park"

collector and arterial streets that lack such improvements.

28. Install outfield fencing on one of the Arroyo Vista
Community Park softball fields.
29. Prepare a City Vision Statement.

SUBJECT: Consider Status Report on Mission Statement,
Priorities, Goals and Objectives for Fiscal Year
2003/2004 and Direction for Fiscal Year 2004/2005
Attached are the City Council's approved Mission Statement,
Priorities, Goals and Objectives for FY 2003/2004. In approving
this document, the Council included a list of top ten (10)
priorities, which consists of thirty -three (33) of the one
hundred six (106) identified objectives. Also attached is a list
of the objectives by department.
As in past years, it is generally acknowledged that with current
staff levels, there are many more objectives listed than can be
reasonably expected to be accomplished in the year. In fact,
many of the objectives will take several years to fully complete.
A written status report on the various priorities and objectives
is not included as part of this report. The City Council Monthly
Report provides a status on most of these items as well as other
staff work efforts. Staff will respond to specific Council
questions when this matter is considered.
Since 2001, the Council has reviewed the objectives prior to
preparation of the budget with the purpose of having more
correlation between the Council approved objectives and City
Manager proposed budget.
It has been our practice to maintain a secondary list of
objectives. In prior years, several items have been elevated
from this list to approved objectives by the Council. The items
from this list are as follows:

Potential Objectives
1. Conduct a community -wide survey to measure the level of
satisfaction residents feel about City services, develop a
program to regularly solicit public input and feedback
regarding service satisfaction, and continue to implement a
system to track customer requests and complaints.
2. Tape a minimum of two (2) special City- sponsored events or
meetings for replay supporting public information and
community promotion efforts and evaluate the feasibility of
taping a video about Moorpark City government.
3. Implement Neighborhood Preservation Program.
4. Conduct an Organization and Management Study and prepare an
implementation plan.
5. Analyze potential for franchising of telephone services
providers that provide cable television services.
6. Evaluate feasibility of establishing a teen center.
7. Apply for "Tree City U.S.A." designation after adoption of
Amended Tree Ordinance.
8. Evaluate feasibility of lighting additional parks and
recreation facilities including Arroyo Vista Community Park
(AVCP) multi - purpose court and second softball field, two
basketball courts at Mountain Meadows Park, and proposed
skatepark.
9. Install winter holiday decorations on street light poles at
various locations in the City.
10. Adopt formal traffic policies.
11. Install a compressed natural gas (CNG) pumping station for
City and public use in Moorpark.
12. Conduct an Arbor Day event.

13. Utility undergrounding projects including Tierra Rejada Road
from Spring Road to easterly city limits.
14. Rental Inspection Ordinance.
15. Expand Arroyo Vista Recreation Center and gym.
16. Work with property owner to improve west City entry.
17. Develop plan for recreational use of detention basin in
Specific Plan No. 1.
18. Electronic message sign.
19. Install traffic signal at eastbound SR 118 Collins Drive /Los
Angeles Avenue off ramp.
20. Work with Historical Society on finalizing a site for its
proposed facility.
21. Develop policies for Arts in Public Places expenditures.
22. Develop guidelines for fine and cultural arts expenditures.
23. Landscaping improvements and signage for Arroyo Vista
Community Park entry.
24. Landscape north side of Poindexter Avenue from Gabbert Road
east to vicinity of Chaparral School.
25. Establish apricot orchard at one or more locations for
community's historical purposes.
26. Evaluate feasibility of establishing a publicly owned,
privately operated equestrian center.
27. Develop program to assist City employees as first -time
buyers to purchase housing in the City.
28. Consider feasibility of pedestrian bridge on Los Angeles
Avenue (SR 118) in vicinity of Moorpark Avenue.

29. Consider feasibility of pedestrian bridge over Poindexter
Avenue and Union Pacific Railroad (UPRR) from Specific Plan
No. 1.
30. Upgrade Community Center kitchen facilities.
31. Construct a second lighted basketball court at College View
Park.
32. Develop recommendations for public art at Arroyo Vista
Recreation Center and College View Park.
33. Evaluate feasibility and cost for modifying traffic signal
pedestrian crossing devices for use by vision impaired and
physically disabled persons as well as upgrading to include
time display.
34. Evaluate feasibility of landscaping remaining portion of
Monte Vista Nature Park and adjacent properties with native
vegetation. ,
35. Evaluate feasibility of relocating the Metrolink layover
facility.
Item No. 3 can be deleted since the Council's recently adopted
Code Compliance Work Program addressed it, and Item Nos. 13 and
21 can be deleted since they were incorporated as part of Council
adopted Objectives G.21 and G.3., respectively.
From the above list of Potential Objectives, I recommend Council
consideration for items 8., 15., 16., 18., 27., 30., 34., and 35.
to be incorporated as objectives for FY 2004/05.
At the present time, staff has included nine (9) additional
objectives for consideration as follows:
1. Underground existing electrical lines on north side of New
Los Angeles Avenue in the vicinity of the Arroyo Simi

2. Prepare plan for merging of Public Works Director and City
Engineer positions and responsibilities. (CM, CE & PW)
