Lindley, Director of Community Services /j DATE: May 18, 2004 (CC Meeting of June 2, 2004) SUBJECT: Consider the Ventura County Library Commission's Legislative Platform DISCUSSION At its last meeting, the Ventura County Library Commission approved, in concept, a legislative platform that would further the goal of supporting libraries. The Commission is requesting that each city served by the Library District and the County review and approved the platform. The Library Commission often discusses pending legislation that may impact library funding and operational issues. There are occasions when the Commission, as a whole, wishes to take a position on particular legislation, but is hesitant to do so without the support and direction of members' respective elected bodies. The City of Moorpark is represented by Councilmember Clint Harper. Similar to the City of Moorpark's Legislative Policy, Library District staff developed a list of potential legislative issues on which the Commission may want to take a position. So that the individual Commission members do not have to seek approval from their fellow elected officials before taking such a position, they are seeking the approval of the attached Legislative Platform (See Attachment A). STAFF RECOMMENDATION Approve the Ventura County Library Commission's Legislative Platform. Attachment 000256 ATTACHMENT LEGISLATIVE PLATFORM The Ventura County Library Services Commission: 1. Supports efforts for the Ventura County Library to continue to receive Vehicle License Fee backfill or equivalent Vehicle License Fee revenue. 2. Continues to support efforts to stabilize fiscal resources for county libraries by recapturing property tax transferred by the state to the schools each year since 1992/1993, including pursuit of the return of that portion of the growth of the Educational Revenue Augmentation Fund. 3. Opposes any state budget action that would result in disproportionate fiscal impacts to the Ventura County Library. 4. Supports legislation seeking to improve library facilities and operations. 5. Supports full funding for the Public Library Foundation program, the Public Library Fund. 6. Supports full funding for statewide resource sharing programs such as Transaction Based Reimbursement. 7. Supports state financial assistance in the operations of libraries as a public good. 000257
