HomeMy WebLinkAboutAGENDA REPORT 2004 0602 CC REG ITEM 10DTO: FROM: DATE: SUBJECT: SUMMARY G a -aoo� MOORPARK CITY COUNCIL AGENDA REPORT The Honorable City Council John Hartnett, Recreation Manager May 21, 2004 (CC Meeting of June 2, 2004) Consider Request from Moorpark Kiwanis to Waive Park Rental Fees for Softball Tournament The City Council is being asked to consider a request from the Kiwanis of Moorpark to waive park rental fees for an American Softball Association (ASA) Girls Softball Tournament it plans to host on the weekend of June 25, 26 and 27, 2004. The fee waiver request includes use of seven softball fields, the use of the City's softball bases and field preparation equipment at no cost, and permission to operate temporary concession stands and vendor booths at each location and utilize field lights. Approval of the request would be consistent with previous actions taken by the City Council for past softball tournaments sponsored by Kiwanis, for the purpose of raising money to benefit community programs. DISCUSSION Over the past several years, Moorpark Kiwanis has conducted a Softball Tournament, and for the past four years it has held the tournament in association with the ASA. In recent years, the tournament has been held in early November, and for the past two years, the tournament has been rained out and re- scheduled on the following weekends. The Moorpark Kiwanis is requesting that the tournament dates be moved this year to the end of June, to avoid rainouts. The dates selected will not conflict with Moorpark Girls Softball, since their last scheduled weekend of activities ends the week before on June 19 and 20. The Kiwanis tournament this year is expected to serve girls between the ages of 8 to 18. Although Kiwanis has used the services of ASA in the past, this year, Kiwanis plans to host the event as a "fully 000255 Honorable City Council June 2, 2004 Page 2 sanctioned" ASA tournament. Kiwanis anticipates that this new relationship with ASA will double their number of participating teams from 20 to 40. Also, it is the City's understanding that Kiwanis plans to raise additional funds by having food and novelty vendors available throughout the weekend. Consistent with the Municipal Code, any vendor shall be required to obtain a vendor permit. For this year's tournament, Kiwanis is requesting use of the following City softball fields: Field Request o Arroyo Vista Community Park (3 fields) o Mountain Meadows Park (2 fields) o Peach Hill Park (1 field) o Miller Park (1 field) The tournament will begin Friday and will run through Sunday. Field #2 at Arroyo Vista Community Park and the field at Peach Hill Park are not available on Friday, June 25th. In addition, Miller Park is not available for tournament play, but the City will make Campus Canyon Park available as an alternate site. All other fields and dates requested by Kiwanis are available. Additionally, and consistent with recent City policy, Kiwanis will be restricted from arriving at Mountain Meadows Park no earlier than 9:00 a.m., and no later than 5:00 p.m., on Saturday and Sunday. Kiwanis would also be asked that in consideration of granting its request, if games are also scheduled at Mountain Meadows School, they not begin arriving before 9:00 a.m. Additionally, Kiwanis will be responsible for conforming with all State and County health codes required for selling food items and all outside vendors will be required to obtain a City of Moorpark Business Registration Permit. The Softball Tournament serves as a fundraising event for the Club. The Kiwanis volunteer time for a variety of City and community projects throughout the year, including the City sponsored Easter Egg Hunt, 3rd of July Event, and Halloween Festival, in addition to Catch a Star Christmas program, Terrific Kids program, and the Los Angeles Avenue clean -up project, to name a few. As has been the case in the past, the Kiwanis Club plans to perform all field preparation using the City's equipment. It will also purchase or reimburse the City for all expendable items such as chalk, as well as field lights. 000259 Honorable City Council June 2, 2004 Page 3 Consistent with previous years, it is recommended that Kiwanis also reimburse the City for one staff person to monitor and respond to the needs of the tournament. This is consistent with the City Council's action in regards to the Moorpark Girls Softball and AYSO tournaments. In order to provide the additional levels of service needed to ensure that the trash cans are emptied, the restrooms cleaned and stocked, and that all service requests are handled in a responsive manner, one staff person needs to be dedicated to tournament rentals. STAFF RECOMMENDATION Approve the request from Kiwanis of Moorpark to waive park rental fees associated with their Girls Softball Tournament, provided that they comply with the City's Municipal Code and County Health Department requirements and pay all direct costs incurred by the City, including one staff person dedicated to the Tournament. 000260
