SUMMARY
The City Council is being asked to award an Agreement for existing
Senior and Disabled Dial -A -Ride Paratransit programs. Based upon the
bid process, staff is recommending that the City enter into an
Agreement with MV Transportation, Inc.
BACKGROUND
The City's paratransit program is a federal mandate of the 1991
Americans with Disabilities Act (ADA.) It requires that
accessibility provisions be made for transit systems, government
offices, and many private facilities. The Act (ADA) mandates that
local transit operators provide paratransit services to compliment
the Moorpark City Transit fixed route buses. The concept in this
case is that the Dial -A -Ride paratransit service provides curb to
curb service (with to the door assistance) to those persons who are
certified as being unable to access or use the regular bus system
due to a disability. Moorpark began its paratransit service in
January 1997, and extended it to Moorpark senior citizens in August
2002.
If approved, the Agreement continues a service providing Dial -A-
Ride transit services to seniors (aged 62 +) and ADA certified
disabled persons. The service is paid for with Transportation
Development Act (TDA) funds and Federal Transit Administration
(FTA) funds allocated to the Thousand Oaks - Moorpark Urbanized Area
(UZA).

SUMMARY

Although paratransit services may cost considerably more than
regular bus service, federal law prohibits charging any more than
double the regular fare for the paratransit service. In Moorpark,
the regular bus fare is $1.00, and the Dial -A -Ride paratransit fare
is $1.50 within the City.
Service for ADA certified disabled persons wishing to travel from
Moorpark to Thousand Oaks is funded by means of a federal §5307
Urbanized Area (UZA) grant. The fare for this service is $2.00.
DISCUSSION
The City's existing Agreement for paratransit service with Thousand
Oaks Cab Company expires June 30, 2004. Staff prepared and
distributed a Request For Proposals (RFP) which detailed the
services to be performed, local conditions, contract terms, laws
and regulations to be adhered to, how the proposals would be
evaluated by the City, and other pertinent information so that
bidders could prepare informed proposals. A copy of the RFP and the
proposals submitted was made available to the Council separate from
this report. The evaluation criteria in the RFP are consistent with
state and federal transit procurement guidelines and requirements.
Three proposals were received. The firms submitting proposals were
Thousand Oaks Cab Company, MV Transportation Inc., and West Coast
Paratransit & Taxi Leasing Inc. Staff reviewed the qualifications
of the proposals and found each firm meeting the standards outlined
above and in the RFP. However, MV Transportation has the strongest
combination of ADA Dial -A -Ride experience and trained personnel.
Following are the evaluation criteria that the RFP specified would
be used by the City:

All bids received shall be evaluated with the emphasis placed on:
1. The proposing firm's ability to meet City requirements,
2. The responsiveness of the bid,
3. The quality of the equipment quoted for the required cost.
4. Other factors such as the ability to meet service dates and
the general competence of the bidder shall be considered.
5. Cost shall be evaluated in relation to other qualified
bidders. The City need not select the lowest bidder, but

may choose according to the lowest qualified bid in the
best interest of the City.
Among the first two evaluation criteria, each firm has the basic
ability necessary and their proposals were responsive to the RFP.
Next staff examined the quality of the equipment and the other
factors such as ability to meet service dates and their general
competence to meet Moorpark's specific needs:
Thousand Oaks Cab Company has a 1996 wheelchair accessible van with
mileage of 60,000 miles and a fleet of taxicab towncars for
ambulatory clients for use in Moorpark. Thousand Oaks Cab Company
is the incumbent service provider and they are therefore most
familiar with the service area and the needs of the ridership. They
are a local firm and their primary business activity is as a
taxicab company.
MV Transportation Inc. has two (2) 2003 wheelchair accessible vans
with mileage of 8,300 and 13,600 miles for use in Moorpark. MV
Transportation Inc. is a national firm specializing in paratransit
services. Locally, they provide Dial -A -Ride services for the cities
of Thousand Oaks and Los Angeles for the San Fernando Valley.
West Coast Paratransit & Taxi Leasing (dba Yellow Cab Co.) has two
(2) 1998 wheelchair accessible vans with mileage of 40,000 miles
for use in Moorpark. West Coast Paratransit & Taxi Leasing is a
locally controlled company. It has provided Dial -A -Ride services
for the cities of Camarillo and Westlake Village, as well as for
SCAT Access and other local governmental and non - governmental
agencies such as Ventura County hospitals and social service
providers. Their primary business activity is as a taxicab company.
The vehicles proposed by each firm meet the minimum requirements of
the City for the services to be provided. MV Transportation's
proposed vehicles are significantly newer than those proposed by
the other firms.
Continuing the "other factors" evaluation, each firm provided
references. MV had notably more "on- point" good references from
other paratransit operations with which they are or have been
associated. Each firm appears to have good safety and maintenance
records, and they each appear to be financially stable. Thousand
Oaks Cab and MV Transportation stand out from the other proposer in
what they offer the City. Thousand Oaks Cab Company stands out due

to their greater familiarity with Moorpark, and MV due to their
newer fleet, much more extensive experience, and greater local
paratransit resources (spare wheelchair vehicles, ADA trained
drivers) providing ADA Dial -A -Ride services nearby.
Finally, the cost components of the proposals were considered. The
table below shows the costs side by side.

The table above shows that West Coast's prices are the highest. MV
Transportation, Inc. proposes the slightly lower prices than
Thousand Oaks Cab in the first two years and $0.02 per mile more
than Thousand Oaks Cab Company in the third year, although a lower
flag drop rate. It is projected that at the current level of usage,
the prices of MV Transportation, Inc. would be approximately $2,000
less over the three years of the Agreement.
After evaluating all factors, it is staff's recommendation that MV
Transportation, Inc. offers the best proposal and that accepting it
appears to be in the best interests of the City of Moorpark for its
