SUBJECT: Consider Appointment of Ventura County Area Agency on
Aging Representative and Alternate Representative
BACKGROUND
The Advisory Council for the Ventura County Area Agency on Aging
( VCAAA) consists of a representative and an alternate from each
community within Ventura County. The representative and
alternate must be 60 -years of age or older and a resident of
their respective city.
The VCAAA By -laws advise the city to advertise for candidates
and hold an election among the seniors residing in the
community. The By -laws identify that in the election process,
the candidate who obtains the highest number of votes be
selected as the representative and the candidate with the second
highest number of votes be designated the alternate.
City staff duly advertised for interested candidates and the
application period closed on June 18, 2004. Two applications
were received from the following individuals:
Anthony Bellasalma
Floyd Rhoades
City staff held an election on Monday, June 21, 2004, at the
Moorpark Active Adult Center. The names of the two candidates,
were placed on the ballot. Anthony Bellasalma was unanimously
elected by Moorpark resident seniors to be the City's

representative to the VCAAA Advisory Council. There were no
write -in candidates.
DISCUSSION
The VCAAA By -laws stipulate that each City Council ratify the
election held within their city and forward the names of elected
delegates and alternates to the County. Should the persons
elected not be ratified by the City Council, the Council on
Aging membership shall elect other persons. This process shall
continue until the two bodies agree upon a representative and
alternate.
The names of the elected representative and alternate of each
local Council on Aging must be certified in writing by the City
Council and that certification forwarded to the Director of the
Ventura County Area Agency on Aging.
STAFF RECOMMENDATION
Ratify the election results from June 21, 2004, and appoint
Anthony Bellasalma as the City's representative to VCAAA and
appoint Floyd Rhoades as the alternate, both to serve a two -year
term from July 1, 2004 through June 30, 2006; and authorize the
City Clerk to send a certification letter on behalf of the City
Council to the Director of the Ventura County Area Agency on
Aging.

Following seven years in the Presbyterian ministry, Floyd Rhoades began his career in the long term
care profession in 1975. He first served as an administrator and program developer for Beverly
Enterprises' psychiatric programs. During his ten -year tenure with Beverly he held positions as a
Regional Vice President, Vice President of Operations for its Southern Division and President of the
Western Division from 1982 -1985. In 1985 he was recruited by ARA Services (ARAMARK) to serve
as President of ARA Living Centers, at that time the nation's largest privately held nursing home
company with over 280 facilities in 14 states. He served in that capacity until Living Centers went
public in 1992. For one year he served as Vice Chairman of the new public Living Centers of
America and then departed to start his own assisted living company, American Care Communities, in
1993. American Care Communities grew quickly from one community in December, 1993 to 15 with
over 1250 units by mid -1996. In December, 1996 ACC merged with the public Greenbriar (Amex:
GBR). Mr. Rhoades was appointed President and CEO and moved to consolidate the merged entities
into over 55 communities in 9 states within two years after his appointment. In 1998 Mr. Rhoades
accepted the position of Senior Vice President of the Western Group of SunBridge Healthcare where
he had oversight for over 150 facilities with over 15,000 beds in five western states. The Western
Group, including California, make up over one -third of the Company's total operation.
Mr. Rhoades has an outstanding reputation in the long term care profession. He has served in
numerous association capacities at the state and national level, including the California Association
of Health Facilities (where he is currently Vice Chairman of the Board of Directors ; the American
College of Health Care Administrators (chairman of the editorial advisory board, chairman of the
Foundation and Governor of Region 10), the Assisted Living Federation of America (ALFA) as a
founding board member and chairman of the Conference of State Affiliates; and as the founding
president of the North Carolina Assisted Living Association. He is also currently on the Editorial
Advisory Board for McKnight's Assisted Living Magazine.
In 1992 he was the recipient of the Distinguished Service Award from the National Council on
Aging, the only person in the long -term care profession to ever receive this distinction.
