Overview At one time there were five (5) separate street segments with the term "Los Angeles" in the name. It was recognized that this was a source of confusion in locating properties and a potential source of concern for emergency response agencies. The City Council directed staff to look into ways to effect changes to the names for some of these street segments. Of the original five (5) "Los Angeles" street segments, the street name has already been changed for two (2) of those segments [Los Angles Place to Virginia Colony Place and Los Angeles Avenue to Princeton Avenue (effective January 1, 2005)]. If action is taken to change the name of the subject street segment, only Los Angeles Avenue and New Los Angeles Avenue [State Route 118] would remain. B. Background • In May of 2003, the City Council considered the subject action and directed staff to explore with the City of Simi Valley, the possibility of a joint effort, between the two cities, to change the name of the subject street. That inquiry was made. The City of Simi Valley stated that they were not intersected in pursuing the matter. • In September of 2003, the City Council referred the matter to the Transportation and Streets Committee [Mayor ProTem Parvin (acting as an alternate Committee member for Councilmember Millhouse) and Councilmember Harper] for consideration and recommendation. L A Name Change EO Collins-0407 000212 Change Street Name: Los Angeles Avenue East of Collins Drive July 7, 2004 Page 2 • After some discussion, the Committee referred the matter to the Homeowners' Association for the Vista Del Arroyo Mobile Home Park, asking that the HOA poll their residents to determine if there was interest and /or support for this proposed action. • At a meeting of the HOA in June of 2004, the Board took action to request that the City consider changing the street name. C. Arroyo Drive The Villa Del Arroyo HOA has asked the City Council to change the name of the subject street to Arroyo Drive (see Exhibit 1) . D. Street Names East of Collins It was understood by both the Committee and the HOA that the proposed street name change would add a "third" street name for the street segment extending from Collins Drive easterly to Madera Road, those three names being: Arroyo Drive, West Los Angeles Avenue and Easy Street. A map showing the limits of those proposed street names is attached as Exhibit 2. As mentioned above, efforts to work with the City of Simi Valley to avoid this consequence were not fruitful. E. Other Options Considered The Committee and the HOA considered a number of options prior to the HOA's action. There was interest expressed in keeping the "new" street name short in order to prevent past problems of the space number :address being "cut- off ". Fire Department Review Staff asked the Ventura County Fire Department to review and comment on the choice of Arroyo Drive. In a letter dated June 22, 2004, (Exhibit 2) the Fire Department stated that the choice of this street name could not be approved by the department because the "root" word (Arroyo) is used in street names in the cities of Simi Valley and Thousand Oaks. In a follow -up telephone conversation with Fire Department officials, staff was advised that the City was not precluded from using this street name, it's just that approval by the Fire Department could not be granted for the above stated reason. It is recommended below that the City Council approve Arroyo Drive as the future name for the subject street segment. An alternative course of action would be to select a different name acceptable to the Fire Department and advise the HOA of that choice. G. Authority Section 34091.1 of the Government Code of the State of California provides that the name of any street within a City may be changed by adoption of a City Council Resolution. H. Public Notice A public hearing is not required in order for the City Council to change the name of a street. However, consistent with past practices, it is recommended that a letter be sent to HOA asking that they notify their residents of the date of a public meeting to formally consider this action. I. Fiscal Impact Costs would be minimal for changing the street name signs affected by this action. J. Process The following is an outline of the steps required for the City Council to proceed with changing the name of the subject street segment: 1. City Council approves the directs staff to schedule a proposed action. Staff notifies affected parties of the date of a public meeting to consider adoption of a Resolution changing the street name. The parties to be notified will include: affected property owners, Post Office, utilities, emergency responders and the City of Simi Valley. 3. City Council considers, at a public hearing, a Resolution changing the name of the street. STAFF RECOMMENDATION Direct staff to schedule a public meeting to consider changing the name for the subject street segment to Arroyo Drive. Villa Del Arroyo Mobilehome Estates, regarding changing the name of Los Angeles Ave. 66 homeowners responded and the majority voted for a change. At the June 10, 2004 Homeowners' Association Meeting, in the presence of Ken Gilbert and Councilmembers Parvin and Harper, the residents overwhelming voted to change the name of Los Angeles Ave. Between the meeting and questionnaire, the residents voted to change Los Angeles Ave. to Arroyo Drive. This is a formal request to the City Council and the Public Works Department to prepare the necessary documents to proceed with the name change.
