Lindley, Director of Community Services ` DATE: June 15, 2004 (CC Meeting of July 7, 2004) SUBJECT: Consider Awarding a Contract to Thomsen Landscape for the Construction of the Metrolink Landscape Improvement Project BACKGROUND On February 5, 2003, the City Council approved the plans for the Metrolink Landscape Improvement Project and authorized staff to proceed with bid process. Attachment A is the approved plan, which illustrates the improvements included in this project. A full set of construction plans and the contract were previously provided to the Council under separate cover. The total estimated cost of the project is $123,740. It is being funded primarily (880) by a grant from Caltrans. The remaining (11% match) is to be funded from the City's Transportation Development Act (TDA) Fund. The revenue and expenditures were included in the City's FY 04/05 adopted budget. In addition to approving the plans and authorizing the bid process, the Council asked staff to consider substituting native plants in place of some non - natives included in the landscape plans at its meeting on February 5, 2003. Should the Council elect to pursue changes to the plant species, this would be the appropriate time to provide said direction to staff. 000391 Honorable City Council July 7, 2004 Page 2 DISCUSSION A total of three contractors submitted bid proposals. Of the three, one proposal was deemed incomplete because it did not include a list of subcontractors as is required by law. The two responsive and qualified bid proposals were submitted by the following contractors: Contractor Bid Amount Thomsen Landscape $104,852.50 C.S. Legacy $113,376.00 The qualified lowest bidder is Thomsen Landscape. Staff has confirmed their insurance, bonds, and qualifications. A reference check was conducted and Thomsen was found to have experience performing a number of Metrolink Station improvement projects for the Southern California Regional Rail Authority ( SCRRA) . SCRRA reports that Thomsen's work performance is good. The total amount approved for the construction portion of this project is $108,740. Thomsen's proposal is within the construction budget. In an effort to accommodate the Council's interest in considering options to incorporate native plants if feasible, it is staff's intent to make the following substitution to the planting plan for the project: • Replace Mexican Sage (Salvia Leucantha) with Purple Sage (Salvia Leucophylla). • Replace Gazania with Wild Lilac (Ceanothus). These plants are native to Southern California and are drought tolerant. However, staff needs to retain the ability to amend the plant selection in the event that the substituted plants are not readily available. STAFF RECOMMENDATION Award the Metrolink Landscape Improvement construction contract to Thomsen Landscape and authorize the Mayor to execute said contract.
