Chudoba, Senior Management Analyst %e-, DATE: June 18, 2004 (CC Meeting of 7/7/04) SUBJECT: Consider Request from Roam'n Relics Car Club to Hold Car Show on October 24, 2004 from 8 a.m. to 3 p.m. on High Street and Pay Reduced City Fees for the Event BACKGROUND The Roam'n Relics Car Club has held its annual car show in Moorpark the past 10 years. This year, the event is planned for Sunday, October 24, from 8 a.m. to 3 p.m. on High Street. In 2003, the car show was cancelled due to the "Simi Fire." In 2002, a typical year, the car show attracted about 500 pre -1973 vehicles and 4,500 spectators. DISCUSSION Each year, the City Council has granted the Club's request to reduce City fees for the car show since the Club donates the proceeds to local charities and Moorpark businesses benefit from increased visibility. In 2003, due to the "Simi Fire," the event just broke even. In 2002, a typical year, the Club donated a total of $6,253 to five charitable groups (Christmas Adoption Program, Cub Scouts, Leukemia Lymphoma Society, Moorpark Food Pantry, and Samaritan Center). One significant change is planned for the 2004 car show. The Club will check in vehicles on High Street instead of Charles Street to enhance entry to and exit from the new fire station. The Club expects about 500 pre -1973 vehicles and 4,500 spectators, generating about $14,000 in revenues and $8,000 in donations to local charities after expenses. As in the past, the Club will promote High Street businesses through raffles and free advertisements, and provide free booth space to City departments. 000395 Honorable City Council July 7, 2004 Regular Meeting Page 2 Staff recommends the same fee reductions Council approved last year: waive fee for use of Redevelopment Agency property, charge contract billing rate for police services (roughly $1,982), and charge direct cost for Senior Management Analyst (about $344). Including regular fees for an encroachment permit ($100) and a temporary special use permit ($88), estimated City fees total $2,514. As in the past, the City will not staff the event other than assigned police who will be present to ensure adherence to permit conditions. STAFF RECONMNDATION 1. Waive fee for use of Redevelopment Agency property, charge Club the contract billing rate for police services charged by the County of Ventura, and charge Club the direct cost of other staff to plan the event; 2. Require Club to pay an encroachment permit fee ($100) and a temporary special use permit fee ($88); and 3. Require Club to provide the City and Agency with an indemnification agreement and name the City and Agency as additional insureds in the Club's insurance policy. 000396
