Gilbert, , Director of Public Works DATE: June 171 2004 (Council Meeting 7 -7 -04) SUBJECT: Consider Authorizing Staff to Seek Proposals for a New Five Year Service Contract for Traffic Signal Maintenance nT-QrTTRRTCIN A. Backaround In 1984 the City approved a Traffic Signal Maintenance Agreement with Peek Traffic [then called Signal Maintenance Inc.]. When the term of that agreement expired, that agreement reverted to a month -to -month contract which has extended through the present date. B. State -of- the -Art Traffic Signal Maintenance Specifications Staff has prepared a new set of Traffic Signal Maintenance Specifications consistent with those commonly required by agencies which utilize contract traffic signal maintenance. The 1984 Signal Maintenance Contract did not contain very much information with respect to maintenance standards and criteria. The new set of specifications sets forth the standards and requirements felt to be needed in order to provide for the proper maintenance of the City's traffic signals. A copy of the new Traffic Signal Maintenance Specifications, along with the related Request for Proposals (RFP) and the Proposals package, has been provided to the City Council under separate Memo. Sig2004_rpt_0406 4 7 Traffic Signal Maintenance Services July 7, 2004 Page 2 C. Request for Proposals The new maintenance specifications will require a higher level of service than that now provided. It is anticipated, therefore, that the cost of these services will increase accordingly. The Budget includes a contingency amount to cover this possible cost increase. In order to assure that the City will be provided these services at a competitive price, it is the recommendation of staff that a Request for Proposals (RFP) be distributed to qualified contractors. D. Program Costs Annual cost for traffic signal maintenance under the current contract is approximately $23,000 [$19,000 for routine maintenance, plus $4,000 for extraordinary maintenance]. As mentioned above, it is anticipated that the cost of these services will be higher under the new contract requirements. STAFF RECOMMENDATION Authorize staff to seek proposals for a five year Traffic Signal Maintenance contract. Sig2004 rpt 0406 000408
