Lindley, Director of Community Services DATE: July 13, 2004 (CC Meeting of July 21, 2004) SUBJECT: Consider Adopting Resolution Rescinding Resolution No. 2000 -1766 and Establishing New Parking Restrictions at Tierra Rejada Park DISCUSSION The City Council is being asked to consider a resolution (Attachment A) that revises the parking restrictions for the west parking lot at Tierra Rejada Park. During the last several months of the MUSD school year, students from Moorpark High School used the parking lot at Tierra Rejada Park, adjacent to Mountain Trail Street. As a result, the park's west lot was often full and not available for use by the general park user. Tierra Rejada Park is a popular park during the weekday, particularly for toddlers and their parents and /or daycare providers. The parking lot being discussed is next to the playground area along Mountain Trail Street, and it is used primarily by adults accompanying children. To address the situation, staff proposes revising the current parking restriction, which limits parking from between the hours of 10 p.m. to 6 a.m. to a two -hour time limit, Monday through Friday, from 7 a.m. to 3 p.m. This action will help ensure that the park's west parking lot is available for park users. Staff has made an additional revision in the proposed resolution by updating the name of College View Park. STAFF RECOMMENDATION Adopt Resolution No. 2004 -_ Attachment: Resolution 000201 Honorable City Council July 21, 2004 Page 2 RESOLUTION NO. 2004- Attachment A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 2000 -1766, AND ESTABLISHING PARKING RESTRICTIONS FOR PARKING LOTS IN CITY PARKS. WHEREAS, Section 22519 of the California Vehicle Code provides for the regulation of parking in any publicly - owned off - street parking facility; and WHEREAS, the City Council adopted Resolution No. 2000- 1766, establishing parking restrictions in certain City park parking lots; and WHEREAS, the City Council Resolution No. 2000 -1766 shall be rescinded and replaced with the revised parking restrictions. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council rescinds Resolution No. 2000 -1766 in its entirety and adopts Resolution No. 2004 - , establishing parking restrictions in certain City park parking lots. SECTION 2. The parking of vehicles is hereby prohibited between the hours of 10:00 p.m. and 6:00 a.m. in the parking lots for the following parks: Arroyo Vista Community Park, 4550 Tierra Rejada Road College View Park, 15400 Campus Park Drive Country Trail Park, 11701 Mountain Trail Street Miller Park, 4530 Miller Parkway Monte Vista Park, 4201 Spring Road Mountain Meadows Park, 4350 Mountain Meadows Drive Peach Hill Park, 13200 Peach Hill Road Poindexter Park, 500 Poindexter Avenue Tierra Rejada Park, 11900 Mountain Trail Street Villa Campesina Park, 4704 Leta Yancy Road M: \MLindiey \PARKS \Tierra Rejada \parking resolution ccagd 7- 21- 04.doc 000202 Honorable City Council July 21, 2004 Page 3 SECTION 3. An additional parking restriction shall apply to the west parking lot (adjacent to Mountain Trail Street) at Tierra Rejada Park as follows: Parking shall be restricted to 2 -hour parking between the hours of 7:00 a.m. and 3:00 p.m., Monday through Friday. SECTION 4. That the City Manager or his designee is hereby directed to have placed and maintained the appropriate signs giving notice of these parking regulations. SECTION 5. The City Clerk shall certify to the adoption of the Resolution and shall cause a certified Resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this 21st day of July, 2004.
