Gilbert, Director of Public Works Date: August 12, 2004 (Council Meeting 9 -1 -04) Subject: Consider Approval of a Phase 1 Feasibility Study Related to the Possible Construction of the Drain No. 2 Trail Segment [Project 80591 BACKGROUND The City's FY 2004/05 Goals and Objectives include efforts to develop a network of trails. As part of that effort, the FY 04/05 Budget includes a project [Project 80591 to investigate the feasibility of constructing the subject trail segment. DISCUSSION A. Protect Description The subject trail segment would extend from the east end of Campus Park Drive, through an existing access tunnel under the freeway, to a point on Los Angeles Avenue east of Collins Drive (see Exhibit 1). If constructed, the goal would be to integrate this trail segment into a larger trail system, to include: • Bike Lanes on Campus Park Drive; • bicycle facilities on Los Angeles Avenue (to continue east to the City of Simi Valley) to take the form of one of the following: - a Class 3 Bike Route (no striped Bike Lane); or - road widening to enable the construction of a Class 2 Bike Lane. Drian2 Trail bgt 0409 ®oog.3'7 Drain No. 2 Trail September 1, 2004 Page 2 • a Class 1 Bike Trail (separated from vehicles) to be constructed either: - along and adjacent to Los Angeles Avenue; or - north of the railroad right -of -way. 1 B. Phase 1: Feasibility Stud The first step in considering the viability of the subject project would be the preparation of a feasibility study. The purpose of that study would be to: • develop conceptual design and alignment options; • identify impacted properties and property ownerships; • determine right -of -way needs and costs; and • develop a project design and construction cost estimate. C. Phase 2 If it is determined that the project is feasible, the Consultant could be directed to prepare a final report on project feasibility and implementation. This report would fully identify the design, right -of -way and construction requirements related to the implementation of the project. D. Study Costs Staff requested and has received a Proposal from RRM Design Group (the consultant recently used by the City for trail design studies) for the preparation of a Feasibility Study for this project (see Exhibit 2) . This possible future facility is, of course, one of the possible components of a trail system in this area. Drian2 Trail bgt 0409 000138 Drain No. 2 Trail September 1, 2004 Page 3 E. Protect Implementation When and if the full Phase 1 and 2 Report is completed and approved, the City could consider proceeding with design, right -of -way acquisition and construction of the project. It would be the intent of staff to seek grant funding for a portion of these costs. F. Fiscal Impact 1. Background: At the time the FY 04/05 Budget was prepared, staff did not have a clear idea of the scope of work or cost requirements for this project. The amount budgeted for the project was, therefore, only $30,000. The fee required for Phase 1 of the study (see above) is within this current budget figure. It is recommended below that the City proceed with the Phase 1 report. 2. Possible Future Budget Increase: If, subsequent to the completion of the Phase 1 report, it is determined that that the City should proceed with Phase 2 of the Study, it would be necessary to amend the budget to fund that effort. Funding Source: Source of funding for this project is the Traffic System Management (TSM) Fund [Fund 2001]. 4. Future Project: No cost or budget figures have been developed for project implementation. . G. City Council Review Upon completion of the Phase 1 Report, the matter will be brought forward to the City Council for consideration. H. Bicycle Master Plan A separate but related project is the preparation of the City's Bicycle Master Plan. This project is being managed by the Community Development Department. When that project is completed and the Bicycle Master Plan is approved and adopted, the City will be in a position to seek and hopefully obtain grant funding for the design and construction of "trail" projects. The existing relevant data includes the following: • Ventura County Aerial Photos of Project Area • Ventura County GIS Files (parcels, easements, right -of -way, zoning, etc.) • Ventura County Water Protection District (VCWPD) Topographic Survey and Hydrology Maps • City of Moorpark General Plan • City of Moorpark Municipal and Zoning Code • SCRRA Trail Facility Design Criteria Based on our assessment of the existing project data, we will contact City staff, VCTC, SCRRA, VCWPD and Caltrans representatives, and any other agencies or owners with facilities in the project study area, as necessary, to collect and review all data that is relevant to the trail planning effort including the following: • Ventura County Transportation Commission (VCTC) Right -of -Way Maps • Ventura County Flood Control District Ownership/Property Holdings Map • Caltrans Right -of- Way /Access Facility Maps • APN Maps This data will be useful in developing the physical, jurisdictional, and land use features of the proposed rail trail corridor. Deliverable: Collect and review relevant data as noted above. Compile data in a portable file for use in project meetings and by the design team. A.2 Corridor Base Mapping Utilizing the data generated in Task A.1, RRM will create a detailed base map in digital format. The map will be compiled by merging data layers from County GIS files, agency right -of -way data, and other relevant base information with the aerial topographic file. The intent and purpose of developing such a base map file is to provide a thorough model of the existing conditions and property boundaries on which to prepare all subsequent trail alignment studies. 000142 City of Moorpark Moorpark College Trail Study Scope of Services Deliverable: Trail Corridor Base Maps in AutoCAD re1.2000 TASK B: TRAIL ALIGNMENT STUDY BA Preliminary Trail Alignment Plan Based on our July 7`'' trail corridor tour, site photographs, affected agency discussions, and project constraints identified through our review of the project data in Task A, RRM will develop a preliminary trail alignment for a Class I Multi -Use Trail from the Collins Drive Park & Ride lot along portions of VCWPD, VCTC and Caltrans properties to Beragan Street (see enclosed project area map — Exhibit B). The preliminary trail alignment plan will establish the trail's primary alignment, providing trail- crossing alternatives for drainage facilities, routing alternatives through the project area, and connections to the adjacent facilities. In support of the preliminary trail alignment plan, sections and plan enlargements will be developed to illustrate the proposed trail's typical trail width, protective fencing placement, and trail grade changes along the corridor. The preliminary alignment plan package will be the basis for all subsequent discussions with VCWPD, VCTC and Caltrans representatives as described in Task C. l Deliverable: Preliminary Trail Alignment Plan Package. B.2 Final Trail Alignment Plan Following review and discussion of the preliminary alignment plan package with City staff, VCWPD, VCTC and Caltrans representatives, RRM will revise the alignment plan package, as necessary, to develop design options to mitigate to the greatest extent possible any concerns expressed by the City and/or agencies. The goal of this task is to arrive at a final trail alignment and design that can be supported by the all affected agencies. This scope assumes this final trail alignment plan package would serve as the record trail alignment exhibit for inclusion in any agreement between the City and VCWPD, VCTC and/or Caltrans for a Class I Multi -Use Trail facility within their properties. This alignment plan package will also serve as the basis for Preparation of SCRAA Right -of -Way Exhibit Maps described in Task C.2. Deliverable: Final Trail Alignment Plan Package. B.3 Preliminary Opinion of Probable Construction Cost Based on data from recent trail and bridge construction, RRM, in coordination with City staff, will prepare a Preliminary Opinion of Probable Construction Cost for the Final Trail Alignment Plan. The cost opinion will break out each general element on a line item spreadsheet with item descriptions and unit costs. Deliverable: One (1) submittal Preliminary Opinion of Probable Construction Cost ®001.43 City of Moorpark Moorpark College Trail Study Scope of Services TASK C: PROJECT COORDINATION CA Agency Coordination, Project Management & Reporting RRM will arrange, prepare for, and attend meetings with City, VCWPD, VCTC and Caltrans staff, as necessary, to discuss the City's trail project proposal and present the trail alignment plans at the milestones described in Task B. Discussions will likely involve matters of trail design and location relative to safety, operations, and maintenance aspects for all involved parties, as well as design options to mitigate possible concerns. This task includes field visits to review alignment plans and field conditions as well as various coordination efforts including telephone conferences and correspondence for the purpose of reaching consensus with affected agencies on the physical location and design of the trail. This task also includes day -to -day project management activities and coordination that will likely take place in order to fully support City staff as we move the plans through this alignment study process. As part of this task, and as a companion to the Trail Alignment Plan, RRM will prepare a letter report regarding the feasibility of implementing the Moorpark College Trail including property use, acquisition, and/or easement requirements. Deliverable: Reports, memos, meeting minutes, and general correspondence for document control, compiled in a three -ring binder located in our office and available for access by City staff. C.2 Title Research & Report RRM will work directly with Petru Corporation, a land service company that specializes in researching railroad and other properties, to investigate the underlying fee title to the parcels within the trail corridor. The initial investigation will focus on determining if the VCWPD, VCTC and Caltrans rights -of -ways are fee or easement. If the right -of -way is owned in fee, the remaining title work will be relatively simple. However, if the right -of -way is an easement, the remaining title work could potentially be quite complicated since 10 to 15 adjacent properties would need to be individually searched for separate easement rights granted to VCWPD, VCTC and Caltrans. Once this title research is complete, RRM will forward the information to a qualified title company to prepare a preliminary title report for the project. The cost for the title report can be determined after the title search is complete and will be billed as a reimbursable expense. Deliverable: Title Report with all backup documentation. 000144 City of Moorpark Moorpark College Trail Study Scope of Services C -3 Right -of -Way Ownership Exhibit Maps Based on agreement reached with SCRRA for the Moorpark College Trail through trail design and alignment adjustments identified in Task B and the completed title report described in Task C.2, RPM will compile the title information from the title report into right -of -way ownership exhibit maps. These maps will show easement or acquisition in fee areas, along with the supporting legal descriptions for the trail and related facilities. The right -of -way ownership exhibit maps will cover the area from the SCRAA right -of -way at the Arroyo Simi westerly to Moorpark Avenue and will serve as the basis for all subsequent negotiations between City staff, affected agencies, and/or individual owners regarding legal descriptions for property acquisitions and/or easement recordation. This scope assumes that the City will handle all property appraisals and negotiations with property owners. In the event that 85% of the estimated budget is expended and additional title research and/or right -of -way work is necessary, RRM will notify the City in writing and provide an estimated budget to complete the title and right - of -way work with the understanding that the City may elect to either increase the estimated budgets or instruct RRM to cease work under this task. 2. Reimbursable expenses include such things as travel, lodging, blueprinting, title report purchase and production, document reproduction, per diem, photography, phone, and fax expenses, and will be billed on a cost plus 10% basis. LIMITATION OF SCOPE: Please note that the tasks to be performed by the RRM team are limited purely to those outlined above. This scope excludes the following: • Aerial photography and survey • Supplemental ground survey • Property appraisals • Property acquisition negotiations • Geotechnical investigations • SCRRA right -of -entry permits • Environmental Impact Reports 0 j)-1 Al s
