Sale of Surplus, 1,500 Square Foot Metal Building at
VCWWD Equipment Yard - 7150 Walnut Canyon Rd., Moorpark,
CA
BACKGROUND:
The City Council is requested to declare as surplus property and
approve the sale of the 1,500 Square Foot Metal Building located at
the Ventura County Waterworks District No. 1(VCWWD) Equipment Yard
- 7150 Walnut Canyon Rd., Moorpark, CA to the Ventura County
Watershed Protection District for the negotiated price of $24,500.
The building is no longer needed by the City.
The building was formerly occupied by the City's Vector Control and
Animal Control Division. These operations have now relocated to the
former Fire Station 42 building at 782 Moorpark Avenue on an
interim basis until the new City Corporate Yard facility is
completed. The steel building was acquired and erected in August
1987 by the Moorpark Mosquito Abatement District (MMAD) at a total
cost including engineering of $52,200. It was valued at $ 53,452 in
the District's 1997 Financial Statements.
The alternative to such a sale would be to dismantle the building
and remove it from the site at an undetermined cost with a
subsequent sale of the building's components to attempt to at least
recover those costs or to offer it for sale with the purchaser
required to remove it. The City may elect to sell the property to
another public agency forgoing a formal bid process. The Watershed
Protection District intends to use the building on its present site
and thus a public benefit is derived from the transaction.
Staff recommends the sale of the building to the Watershed
Protection District in an "as is" condition.
