SUBJECT: Consider Request from Moorpark Girls Softball for Use
of Snack Bar for Winter League
SUMMARY
The City Council is being asked to consider a request from
Moorpark Girls Softball (MGS) to use the snack bar adjacent to
the ballfields at Arroyo Vista Community Park for their Winter
League program. MGS is requesting use of the snack bar on
Sundays for an eight week period, beginning September 12th
through October 31St, 2004.
DISCUSSION
Over the past several years, MGS has conducted a Winter Girls
Softball Instructional League at Arroyo Vista Community Park, in
association with other Girls Softball Leagues from Thousand Oaks
and Simi Valley. MGS sends teams to these two cities for
instructional play and also hosts out -of -town teams in Moorpark.
For the coming season, MGS will have 3 or 4 teams comprised of
40 or more Moorpark players participating in the 12 and under
Instructional League in Moorpark. MGS will be hosting 14 out -of
town teams with approximately 175 non - Moorpark players. In
addition, MGS will be sending two 8 and under teams to Thousand
Oaks and three 10 and under teams to Simi Valley, with
approximately 60 Moorpark players participating. MGS has
indicated that, like the City of Moorpark, neither Thousand Oaks
nor Simi Valley charge for field use, although Thousand Oaks
does charge a fee for restroom use.
The City's current Use Agreement with MGS allows for limited use
of the Arroyo Vista ballfields during the Winter Season, on
Sundays only, and excludes the use of the snack bar. MGS is now

requesting use of the snack bar on Sundays during the Winter
Season, as a way of raising funds for their program. Although
the American Youth Soccer Association (AYSO) has been granted
use of the snack bar from September to December, and pays a use
fee to the City of $1,200, AYSO has indicated that they would
relinquish Sundays on behalf of MGS, since AYSO has little or no
activities on Sundays.
In light of the extensive participation by out -of -town teams
during the Winter Season, MGS has agreed to pay the City $200
for use of the snack bar during their Winter Instructional
program. These funds will help defray costs associated with
additional wear & tear on the fields and other maintenance
expenses. This is consistent with the arrangements the City has
with its other youth sports organizations. In addition, it would
be expected that MGS will comply with County Health Department
requirements for the use of the snack bar at all times.
STAFF RECOMMENDATION
Approve the request from Moorpark Girls Softball to use the
snack bar adjacent to the ballfields at Arroyo Vista Community
Park on Sundays as outlined in the Agenda Report and authorize
the City Manager to execute an amendment to the City's Agreement
with Moorpark Girls Softball documenting this action.
