Gilbert, Director of Public Works September 3, 2004 (Council Meeting 9- 15 -04) SUBJECT: Consider Action Avenue Between Limit DISCUSSION A. Overview to Change the Name of Los Angeles Collins Drive and the Easterly City At one time there were five (5) the term `Los Angeles" in the this was a source of confusion potential source of concern for The City Council directed staff changes to the names for some of separate street segments with name. Of the original five (5) "Los Angeles" street segments, the street name has already been changed for two (2) of those segments [Los Angles Place to Virginia Colony Place and Los Angeles Avenue to Princeton Avenue (effective January 1, 2005) ] . If action is taken to change the name of the subject street segment, only Los Angeles Avenue and New Los Angeles Avenue [State Route 1181 would remain. B. Background • In May of 2003, the City Council considered the subject action and directed staff to explore with the City of Simi Valley, the possibility of a joint effort, between the two cities, to change the name of the subject street. That inquiry was made. The City of Simi Valley stated that they were not intersected in pursuing the matter. • In September of 2003, the City Council referred the matter to the Transportation and Streets Committee [Mayor ProTem Parvin (acting as an alternate Committee member for Councilmember Millhouse) and Councilmember Harper] for consideration and recommendation. St name LA Collins 0409 00139 Change Name of Los Angeles Avenue to Arroyo Drive September 15, 2004 Page 2 • After some discussion, the Committee referred the matter to the Homeowners' Association for the Vista Del Arroyo Mobile Home Park, asking that the HOA poll their residents to determine if there was interest and /or support for this proposed action. • At a meeting of the HOA in June of 2004, the Board took action to request that the City consider changing the street name. • On July 7, 2004, the City Council considered the request of the Villa Del Arroyo HOA, tentatively approved the street name change to Arroyo Drive and directed staff to schedule a public meeting to consider taking formal action in this regard. C. Arrovo Drive The Villa Del Arroyo HOA has asked the City Council to change the name of the subject street to Arroyo Drive (see Exhibit to Resolution for a map of the affected street segment). D. Street Names East of Collins As previously discussed, the proposed street name change will cause the name of this roadway between Collins Drive and Madera Road to have three street names: Arroyo Drive, West Los Angeles Avenue and Easy Street. E. Other Options Considered As discussed by the City Council at the July 7th meeting, a number of other options had been considered, including the following: Options Comments 1. Fire Department Review As discussed by the City Council at the July 7th meeting, the Ventura County Fire Department was unable to "approve" the choice of Arroyo Drive because the "root" word (Arroyo) is used in street names in the cities of Simi Valley and Thousand Oaks. As also discussed on July 7th, Fire Department approval is not required and the choice of this name does not appear to be a source of confusion in locating this street. G. Authority Section 34091.1 of the Government Code of the State of California provides that the name of any street within a City may be changed by adoption of a City Council Resolution. H. Public Notice A public hearing is not required in order for the City Council to change the name of a street. However, consistent with past practices, notice of this Public Meeting has been sent to all affected residents, public agencies, emergency response providers, the Post Office and Thomas Guide Maps. I. Fiscal Impact Costs would be minimal for changing the street name signs affected by this action. H. Resolution: Street Name Change Attached as Exhibit 1 is a Resolution changing the name of the subject segment of Los Angeles Avenue to Arroyo Drive. The Resolution directs the City Clerk to forward a copy of the Resolution to the County Board of Supervisors as required by Section 34092 of the Government Code. I. Effective Date In order to ease transition attached Resolution defers the street name change to January 1, STAFF RECOMMENDATION to this new street name, the effective date of the subject 2005. Adopt Resolution No. 2004- changing the street name for the segment of Los Angeles Avenue east of Collins Drive to Arroyo Drive. Attachments: Exhibit 1: Resolution St name LA Collins 0409 RESOLUTION NO. 2004 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, CHANGING THE STREET NAME FOR THAT PORTION OF LOS ANGELES AVENUE BETWEEN COLLINS DRIVE AND THE EASTERLY CITY LIMIT, TO ARROYO DRIVE WHEREAS, Section 34091.1 of the Government Code of the State of California provides that the name of any street within a City may be changed by the City Council of that City upon adoption of a Resolution ordering such a change; and WHEREAS, it has been proposed that the name of that portion of Los Angeles Avenue between Collins Drive and the easterly City Limit, should be changed; and WHEREAS, a public meeting was scheduled for September 15, 2004, to consider such action and all known affected parties and public agencies were notified in writing of said public meeting and of the above mentioned proposed action; and WHEREAS, said public meeting was held and all written and oral testimony on the matter was received and considered. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Effective January 1, 2005, the name for Los Angeles Avenue between Collins Drive and the easterly City Limit shall be changed to Arroyo Drive, as shown on Exhibit 'A' attached hereto and made a part hereof. SECTION 2. The City Clerk is directed to forward a copy of this Resolution to the Board of Supervisors of the County of Ventura, in accordance with the requirements of Section 34092 of the Government Code of the State of California. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
